Substitute ordinance to further amend the 2001 rates of pay of offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 2 of ordinance File Number 000507 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Salary Grade 003, delete the title "Marketing Program Coordinator."
 
Under Salary Grade 004, delete the title "Common Council Office Systems Coordinator" and add the title "Marketing Program Coordinator."
 
Under Salary Grade 005, delete the title "Marketing Program Coordinator-Senior" and add the title "Lead Project Coordinator (CDBG)."
 
Under Salary Grade 007, delete the title "Staff Development Coordinator" and add the titles "School Health Manager" and "Staff Development Manager."
 
Under Salary Grade 008, add the title "Investments and Financial Services Coordinator."
 
Under Salary Grade 009, delete the title "Environmental Health Technology Manager" and add the title "Disease Control and Prevention Manager."
 
Under Salary Grade 016, delete the title "Director of Community and Family Health Services" and add the title "Health Operations Director."
 
Part 2.  Section 5 of ordinance File Number 000507 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 410, add the title "Health Access Assistant I."
 
Under Pay Range 425, add the title "Health Access Assistant II."
 
Part 3.  Section 12 of ordinance File Number 000507 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Create a new Pay Range 670 with the following biweekly pay rates:

Beckner, Jerome Lotze, Sylvester Rodriquez, and Mark Madritsch, if promoted to this classification, may attain the fifth step of this pay range through the process described in Article 10, paragraphs 3 and 4 of the City/IAMAW Agreement.  Any other individual entering this position classification shall not be eligible to be paid at step 5 of this pay range.  Step 4 shall be the highest step attainable by other individuals in this classification.

Part 6.  Section 19 of ordinance File Numbers 911003, 921015, 930856, 940798, 950747, 961001, 970830, 980576, 990705 and 000507 relative to rates of pay of offices and positions in the City Service is hereby amended in the 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000 and 2001 salary ordinances as follows:
 
Under Pay Range 831, add a footnote "2/" after all titles in the pay range to read as follows: "2/ Effective Pay Period 1, 1992, employes in Pay Range 831 shall receive an amount equal to one percent of base salary in lieu of any other compensation for time spent underfilling authorized positions at the direction of the employe's commanding officer.  This payment shall be construed as part of the employe's base salary solely for the purpose of computing pension benefits and shall not be included in the determination of any other benefits."
 
Part 7. Section 20 of ordinance File Numbers 911003, 921015, 930856 and 940798 relative to rates of pay of offices and positions in the City Service is hereby amended in the 1992, 1993, 1994 and 1995 salary ordinances as follows:
 
Under Pay Range 856, add a footnote "3/" after the titles "Administrative Fire Lieutenant", "Fire Lieutenant" and "Paramedic Lieutenant" to read as follows:  "3/ Effective Pay Period 5, 1992, employes occupying this classification shall receive on a biweekly basis an amount equal to one percent of biweekly base salary in consideration for underfilling.  This amount shall be included in an employe's final average salary solely for purposes of computing pension benefits and shall not be included in the determination of any other benefits."
 
Part 8.  Section 20 of ordinance File Numbers 950747, 961001, 970830, 980576, 990705 and 000507 relative to rates of pay of offices and positions in the City Service is hereby further amended in the 1996, 1997, 1998, 1999, 2000 and 2001 salary ordinances as follows:
 
Under Pay Range 856, add a footnote "3/" after the titles "Fire Paramedic Field Lieutenant" and "Paramedic Field Lieutenant" to read as follows:  "3/ Effective Pay Period 5, 1992, employes occupying this classification shall receive on a biweekly basis an amount equal to one percent of biweekly base salary in consideration for underfilling.  This amount shall be included in an employe's final average salary solely for purposes of computing pension benefits and shall not be included in the determination of any other benefits."
 
Part 9. Section 2 of ordinance File Number 000507 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective December 18, 2000):
 
Under Salary Grade 006, add the footnote designation "6/" following the title "Investments and Financial Services Specialist" and add the following footnote: "6/ Appointment of Mr. Thomas Rick to be at step 10 of the Salary Grade."
 
Part 10.  Section 24 of ordinance File Number 000507 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 - December 27, 1998):
 
Delete the rates of pay shown for Pay Ranges 956 through 962 and substitute the following in lieu thereof:

Part 13. The provisions of Part 9 of this ordinance are deemed to be in force and effect from and after December 18, 2000.
 
The provisions of Parts 4 and 10 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1999 (December 27, 1998).
 
The provisions of Parts 5 and 11 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2000 (December 26, 1999).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first pay period following passage and publication.
 
Part 14. This ordinance will take effect and be in force from and after passage and publication.
