Title
Resolution approving the blight designation and the Blight Designation Summary and Land Disposition Report for the acquisition of the property at 845 North 25th Street by the Redevelopment Authority of the City of Milwaukee for assemblage with the adjoining RACM-owned properties, in the 4th Aldermanic District.
Analysis
Adoption of this resolution by at least two-thirds vote of the Common Council of the City of Milwaukee will approve the blight designation and acquisition of said property by the Redevelopment Authority of the City of Milwaukee utilizing the procedures set forth in Section 66.1333, Wisconsin Statutes, consistent with the Blight Designation Summary and Land Disposition Report for the property.
Body
Whereas, The Redevelopment Authority of the City of Milwaukee ("RACM") acquired the properties at 825 and 833 North 25th Street in 1998 to eliminate blight and to promote redevelopment in the Near Westside; and
Whereas, The adjacent property at 845 North 25th Street was acquired as part of a redevelopment project under the City of Milwaukee's ("City") Neighborhood Stabilization Program to address the impacts of foreclosures in City neighborhoods; and
Whereas, Assemblage of the three properties under the common ownership of RACM will optimize redevelopment potential; and
Whereas, Section 66.1333(5)(c), Wisconsin Statutes, enables RACM, with the approval of the Common Council of the City of Milwaukee ("Common Council"), to acquire blighted property without designating a boundary or adopting a redevelopment plan and after holding a public hearing for information purposes to determine if the property is blighted; and
Whereas, The owner of the property waived its right to receive statutory notice and a public hearing was conducted on November 21, 2013 by RACM pursuant to the provisions of Section 66.1333(5)(c), Wisconsin Statutes, as amended; and
Whereas, After the public hearing, RACM determined the property to be blighted within the meaning of Section 66.1333(4)(bm), Wisconsin Statutes, as summarized in a Blight Designation Summary and Land Disposition Report, a copy of which is attached to this Common Council File, and requested approval of this blight designation and acquisition by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the property at 845 North 25th Street is found to be blighted within the meaning of Section 66.1333(4)(bm), Wisconsin Statutes, as amended; and, be it
Further Resolved, That the Blight Designation Summary and Land Disposition Report dated November 21, 2013, with respect to the proposed acquisition of the property by RACM, is approved; and, be it
Further Resolved, That the Commissioner of the Department of City Development, or designee, is authorized to execute all documents necessary to effect closure.
