Title
Substitute resolution authorizing the acceptance and expenditure of contributions received by the Department of Administration-Office of Environmental Sustainability for efforts relating to the HOME GR/OWN program.
Analysis
This resolution authorizes the Department of Administration-Office of Environmental Sustainability to accept and expend contributions in the amount of $100,000 for efforts related to the HOME GR/OWN program. Expenditures from this account above $5,000 shall require Common Council approval.  Additionally, the Department of Administration-Office of Environmental Sustainability shall provide quarterly reports of contributions and expenditures to the Common Council of the HOME GR/OWN program.
 
The Milwaukee Economic Development Corporation will act as fiscal agent for these funds so that contributors may get the tax benefits of donations.
Body
Whereas, The HOME GR/OWN program empowers residents to transform neighborhoods by repurposing properties that have been foreclosed to spark new economic activity based on local, healthy food production; and
 
Whereas, The HOME GR/OWN program will improve nutritional outcomes, health indicators, food access, and stimulate job creation, income generation, and community engagement in distressed Milwaukee neighborhoods; and  
 
Whereas, The Milwaukee Economic Development Corporation has agreed to act as fiscal agent for these funds so that contributors may get the tax benefits of donations
; and  
 
Whereas, The Department of Administration-Office of Environmental Sustainability anticipates receiving contributions in the amount of $100,000 from various individuals and organizations for efforts related to the HOME GR/OWN program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Office of Environmental Sustainability is authorized to accept $100,000 of contributions for efforts related to the HOME GR/OWN program and to expend such funds for this purpose or any purpose specified by the contributor, no more than the amount actually received, in accordance with City policies and procedures; and, be it
 
Further Resolved, The Milwaukee Economic Development Corporation will act as the fiscal agent for these funds so that contributors may get the tax benefits of donations
; and, be it
 
Further Resolved, That upon the receipt and deposit of these funds, the City Comptroller is authorized to establish a special account within the Department of Administration-Office of Environmental Sustainability's budget for the expenditure of the contributions; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations from the Special Purpose Account-Contributions, 0001-2110-0001-006300, and the estimated revenue from the Estimated Revenue Account-Contributions, 0001-2110-0001-009850 to the Department of Administration special account, 0001-1510-006300-DXXX and the Department of Administration Estimated Revenue Account, 0001-1510-0001-009850, up to the amount actually received; and, be it
      
Further Resolved, That the Department of Administration-Office of Environmental Sustainability is authorized to expend funds up to $5,000; and, be it
 
Further Resolved,  For expenditures above $5,000 the Department of Administration-Office of Environmental Sustainability shall obtain prior Common Council approval to expend funds for the purposes associated with the HOME GR/OWN program; and, be it
 
Further Resolved, The Department of Administration-Office of Environmental Sustainability shall provide quarterly reports of contributions and expenditures to the Common Council of the HOME GR/OWN program.
