The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows:
Under "Fire Department, Support Services Bureau Decision Unit, Administration Division", delete one position of "Office Assistant II" and add one position of "Office Assistant III".
Under "Health Department", amend footnote (C) to read as follows: "To expire 12/31/14 unless the Women's, Infant's and Children's Grant, available from the Wisconsin Department of Health Services, is extended"; amend footnote "(PPP)" to read as follows: "To expire 9/30/2014 unless the Plain Talk-Prep for Youth Grant from the State of Wisconsin Department of Health Services is extended"; amend footnote "(BBB)" to read as follows: "To expire 12/31/14 unless the Dual Protection Partnership Initiative from the State of Wisconsin Division of Public Health-Family Planning Program (DPH-FP) and the Family Planning Health Services, Inc. (FPHS, Inc.) is extended. Funds one position of Communicable Disease Specialist position in the STD Clinic. May partially fund one position of Nurse Practitioner position"; and amend footnote "(F)" to read as follows: "To expire 12/31/14 unless the Sexually Transmitted Diseases Grant, available from the State of Wisconsin Department of Health Services, is extended."
Under "Disease Control and Environmental Health Services Division, Childhood Lead Detection Program (Z)", delete one position of "Environmental Hygienist (X)(Z)", and add one position of "Environmental Hygienist (X)(Z)(TT)".
Under "Disease Control and Environmental Health Services Division, Hepatitis B Immunization Grant (HH)", delete one position of "Health Interpreter Aide (X) (HH)", add one position of "Health Interpreter Aide (X) (HH) (DD)", and amend footnote "(HH)" as follows: "To expire 12/31/14 unless the Hepatitis B Immunization Grant is extended. A portion of the Health Interpreter Aide may be funded by the Immunization Action Plan Grant."
Under "Disease Control and Environmental Health Services Division, Immunization Action Plan Grant (DD)", delete three positions of "Public Health Nurse (X)(G)(P)(CC)(DD)(EE)(FF)", add three positions of "Public Health Nurse (X)(G)(P)(DD)(EE)", amend footnote "(J)" as follows: "To expire 12/31/14 unless the Maternal and Child Health Grant is extended", amend footnote "(Z)" as follows: "To expire 12/31/14 unless the Childhood Lead Detection Grant is extended"; amend footnote "(DD)" as follows: "To expire 12/31/14 unless the Immunization Action Plan Grant is extended"; delete footnote "(CC)", and delete footnote "(FF)".
Under "Family and Community Health Services Division, Community Healthcare Access Program", delete twelve positions of "Health Access Assistant II (X)(HHH)", add nine positions of "Health Access Assistant II (X)(HHH)", amend footnote "(HHH)" as follows: "(HHH) To expire 12/31/14 unless the Medical Assistance (MA) Outreach Forward Health Grant from the State of Wisconsin Department of Health Services is extended. Partially funds one position of Public Health Educator II."
Under "Police Department", add footnote "(Q)" to read as follows: "POLICE DEPARTMENT OPERATIONS DECISION UNIT COPS Hiring Recovery Program (CHP) Grant. 10 grant funded police officer positions to expire 8/31/16 and maintained for a period of not less than 12-months following the end of the grant unless the grant is extended."
Part 2. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2013- September 29, 2013):
Under "Department of Neighborhood Services, Court Division", delete one position of "Office Assistant IV", delete one position of "Office Assistant", add one position of "Program Assistant II", and add one position of "Office Assistant III".
Under the "Department of Public Works - Water Works, Commercial Services Section", delete one position of "Program Assistant I" and add one position of "Program Assistant II".
Part 3. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
Under "City Attorney", add one position of "Deputy City Attorney (A)(Y).
Under "Department of City Development, General Management & Policy Development Decision Unit, Real Estate and Development", add footnote designator "(X)" to one position of "Real Estate Coordinator II."
Under "Common Council - City Clerk, Public Information Division, Public Relations Section", add one position of "Graphic Designer II".
Under "Health Department, Disease Control and Environmental Health Services Division, Consumer Environmental Health", add one position of "Infectious Disease Epidemiologist (X) (Y) (S)".
Under "Bioterrorism-CDC Public Health Preparedness Grant (A)", delete one position of "Infectious Disease Epidemiologist (X)(Y)(A)(EE)(S)", add one position of "Infectious Disease Epidemiologist (X)(Y)(A)(EE)", delete one position of "Infectious Disease Epidemiologist (X)(Y)(A)(EE)", and add one position of "Infectious Disease Epidemiologist (X)(Y)(A)(EE)(T)".
Under "Family and Community Health Services Division", delete one position of "Office Assistant III" and add one position of "Program Assistant I."
Under "Library, Administrative Services Decision Unit, Personnel Section", add footnote designator "(X)" to one position of "Personnel Analyst-Senior" and one position of "Personnel Analyst."
Under "Administrative Services Decision Unit, Facilities & Fleet Section", add footnote designator "(Y)" to one position of "Building Services Supervisor II (X)", add footnote designater "(Y)" to one position of "Building Services Supervisor II", and add footnote designators "(X)" and "(Y)" to one position of Facilities Project Coordinator."
Under "Administrative Services Decision Unit, Automation Section", add footnote designator "(X)" to six positions of "Library Technology Specialist".
Under "Central Library Decision Unit, Youth and Community Outreach Services Section", add footnote designator "(X)" to one position of "Management Librarian."
Under "Police Department, Administrative Services Decision Unit, Media & Communications", delete one position of "Public Relations Manager" and add one position of "Media Producer".
Under "Department of Public Works - Operations Division, Forestry Section, Auxiliary Personnel", add six positions of "Urban Forestry Specialist", and add fifteen positions of "City Laborer."
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2013 (September 29, 2013).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
