Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $240,000 for a total estimated cost of these projects being $5,107,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $240,000 with the total cost estimated to be $5,107,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
Area bounded by W. Capitol Dr., W. Cornell St., N. Green Bay Ave., and N. 24th Pl. (SM494130206): Sanitary Sewer lining. (Infiltration/Inflow Reduction Fund -- $25,000). The total estimated cost for this project including the requested amount is $1,572,000. This project is anticipated to be completed during the 2014 construction season.
Area bounded by W. Hampton Ave., Lincoln Creek Pkwy., N. 23rd St., and N. Teutonia Ave. (SM494130208): Sanitary Sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost for this project including the requested amount is $490,000. This project is anticipated to be completed during the 2014 construction season.
Area bounded by W. Villard Ave., W. Custer Ave., N. Sherman Blvd., and N. 51st Blvd. (SM494130207): Sanitary Sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost for this project including the requested amount is $629,000. This project is anticipated to be completed during the 2014 construction season.

N. Van Buren St. - E. Michigan St. to E. Mason St. (SM495130092): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $125,000 . This project is anticipated to be completed during the 2014 construction season.

The total estimated cost for this project including the requested amount is $456,000. This project is anticipated to be completed during the 2014 construction season.

W. National Ave. - S. 20th St. to S. 23rd St. (SM495130102): Combined large diameter sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $409,000. This project is anticipated to be completed during the 2014 construction season.
W. Pierce St. - S. 20th St. to W. Reynolds Pl. (SM495130096): Combined large diameter sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $169,000. This project is anticipated to be completed during the 2014 construction season.
S. 20th St. - W. Pierce St. to W. National Ave. (SM495130101): Combined large diameter sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $57,000. This project is anticipated to be completed during the 2014 construction season.
E. Vollmer Ave. - S. Ellen St. to S. Kinnickinnic Ave. (SM495130095): Relaying sanitary and storm sewers. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $161,000. This project is anticipated to be completed during the 2014 construction season.
S. Water St. - E. Florida St. to E. Virginia St. (Vacated) (SM495130091): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $38,000. This project is anticipated to be completed during the 2014 construction season.
S. Water St. - E. National Ave. to 350 feet m/l north of E. National Ave. (SM495130090): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $40,000. This project is anticipated to be completed during the 2014 construction season.

The total estimated cost for this project including the requested amount is $241,000. This project is anticipated to be completed during the 2014 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
