Title

Substitute motion amending the Common Council Procedure and Rules relating to the order of business by requiring either an invocation or silent meditation before each regular common council meeting.

Analysis

This motion changes the order of business for common council meetings by requiring either an invocation or a moment of silent meditation before each meeting begins.  At present, both are required.

Body

Part 1.  Article I, Section 4, subsection 2, Common Council Procedure and Rules, is amended to read:

Article I. Meetings.

Section 4. Order of Business.

2.  Invocation or Silent Meditation.

Part 2.  Article I, Section 4, subsection 3 of the Common Council Procedure and Rules, is repealed.

Part 3.  Article I, Section 4, subsections 4 to 13, Common Council Procedure and Rules, is renumbered subsections 3 to 12.
