Resolution authorizing expenditures from the Development Opportunities Fund account for the development of the Todd Wehr Metcalfe Park Community Center. (DCD)
Analysis
This resolution authorizes and directs the appropriate City officials to transfer $200,000 from the Development Opportunities Fund account to a new subaccount. The funds will be used to help complete the catalytic development project being developed by the Neighborhood Improvement Development Corporation, known as the Todd Wehr Metcalfe Park Community Center and is located in the Metcalfe Park neighborhood at 34th and North Avenue.
Body
Whereas, The City of Milwaukee's Capital Budget provides for the Development Opportunities Fund; and
 
Whereas, The City of Milwaukee has an ongoing commitment to the revitalization of neighborhoods; and
 
Whereas, The Todd Wehr Metcalfe Park Community Center project located in the Metcalfe Park neighborhood at North 34th Street and West North Avenue is a catalytic neighborhood revitalization project; and
 
Whereas, This unique project is recognized as a national model for the development of new neighborhood schools and youth-serving agencies because of the joint development and sharing of space by the new Ralph H. Metcalfe MPS neighborhood school and the Roger and Leona Fitzsimonds Branch of the Boys and Girls Clubs of Greater Milwaukee; and
 
Whereas, A City agency, the Neighborhood Improvement Development Corporation ("NIDC"), is developing this project on behalf of the City of Milwaukee, the Milwaukee Public Schools, and the Boys and Girls Clubs of Greater Milwaukee; and
 
Whereas, The $10,000,000 plus development budget for this project has been funded by corporate, individual, and foundation donations, as well as by grants from the Federal and County Government, the City's Community Block Grant Administration, and the Milwaukee Public Schools; and
 
Whereas, This project has stimulated new private investment along the West North Avenue commercial corridor as evidenced by the new Jewel Osco store across the street from the project site; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer $200,000 from the Development Opportunities Fund, Account No. UR03680000, to the proper project and expenditure accounts following the City Attorney's determination of the taxability or nontaxability of the specific borrowing required under this resolution; and, be it
 
Further Resolved, That the City Comptroller, in conjunction with the Commissioner of City Development, is authorized and directed to establish any and all subaccounts in accord with generally accepted accounting practices and the City of Milwaukee guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution, the development of the Todd Wehr Metcalfe Park Community Center; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development is authorized and directed to enter into all contracts and agreements necessary to carry out all project activities; and, be it
 
Further Resolved, That all City officials, departments, boards, agencies, and commissions are authorized and directed to assist and cooperate on this project.
