Title
Substitute ordinance to further amend the 2000 rates of pay of offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 2 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under
Salary Grade 005, delete the title "Council Network Analyst 2/" and delete footnote "2/" in its entirety.
Under Salary Grade 007, delete the titles "Council Network Administrator 1/" and "Systems Analyst-Specialist 1/" and delete footnote "1/" in its entirety.
Under Salary Grade 009, delete the titles "Assessment Systems Analyst" and "Library Network Manager 2/" and delete footnote "2/" in its entirety.
Part 2. Section 8 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 525, delete the title "Systems Support Assistant."
Under Pay Range 591, delete the title "Network Specialist 1/."
Part 3. Section 18 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Delete Pay Range 805 in its entirety.
Under Pay Range 808, add the title "Latent Print Examiner."
Part 4. Section 3 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1999 – December 27, 1998):

Senior Property Appraiser 1/"
*An employee shall move from the minimum step in the pay range to the maximum step in the pay range in annual increments, except in order to advance beyond step 4, step 8 or step 10, the employee must have met the respective criteria for steps 5, 9 or 11 as outlined in the City/Union October 29, 1999 Memorandum of Understanding. Advancement for current employees is as outlined in the City/Union October 29,1999 Memorandum of Understanding.
1/ Employees in this classification who attain and maintain the designation of either "Residential evaluation Specialist" or "Certified Assessment Evaluator" from the International Association of Assessing Officers (IAAO) or a Master's Degree in Real Estate or its equivalent as determined by the Commissioner of Assessments and who meet the criteria of the next step above their current step, shall advance one step in the pay range. If at the maximum pay step, the employee shall advance one step to $2,252.61 (1999 rate).

Part 18. Section 3 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City service is hereby further amended as follows (Effective Pay Period 22, 2000 – October 15, 2000):
Under Pay Range 215, add the following sentence to the end of footnote "6/": "Effective Pay Period 22, 2000, the additional twenty-nine cents ($0.29) per hour shall be increased to fifty cents ($0.50) per hour. Add the footnote designation "7/" following the title "Custodial Worker II-City Laborer" and add the following footnote: "7/ Effective Pay Period 22, 2000, employees in this classification in the Maintenance Services Section of the Police Department shall receive a premium of $10 biweekly while assigned to and performing work on the wax crew."
Under Pay Range 235, delete footnote "3/" in its entirety and recreate it as follows: "3/ Positions in the Police Department receive an additional $6.90 biweekly plus, effective Pay Period 22, 2000, the additional seventy-six cents ($0.76) per hour premium received by these employees when assigned to supervisory duties for a full shift shall be increased to one dollar $1.00) per hour. Following the titles "Plant Mechanic I" and "Water Maintenance Worker", delete the footnote designation "7/" and add the footnote designation "9/". Delete the title "Water Buildings and Grounds Laborer 7/" and delete footnote "7/" in its entirety. In footnote "9/", replace the wording "Water Plant Laborer classification" with "this classification".
Under Pay Range 240, delete footnote "1/" in its entirety.
Under Pay Range 245, add the title "Parking Meter Technician" and delete the title "Parking Services Worker II."
Under Pay Range 247, add the title "Bookmobile Operator."

Part 20. Section 8 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 22, 2000 – October 15, 2000):
Under Pay Range 505, delete the title "Librarian Intern."
Under Pay Range 510, add the title "Librarian Intern."
Under Pay Range 530, delete the title "Sales and Salvage Coordinator", add the footnote designation "2/" following the title "Environmental Health Specialist I" and add the following footnote: "2/ Effective Pay Period 22, 2000, employees in this classification in the Health Department, who pass the National Fire Academy Five Core courses for the State Fire Inspectors Certification Program (or State Fire Inspection Certificate when available) and who complete at least one year of service at the fifth step of Pay Range 530, shall advance to a new Special Attainment Step of $1,401.30 biweekly (1999 rate).
Under Pay Range 540, add the title "Sales and Salvage Coordinator."
Under Pay Range 555, add the title "Driver Training Instructor."
Under Pay Range 553, add the footnote designation "2/" following the titles "Housing Rehabilitation Inspector" and "Special Compliance Inspector" and add the following footnote: "2/ Effective Pay Period 22, 2000, employees in these job classifications who are not at the fifth step and who attain and maintain all three of the certifications specified in footnote "1/", shall advance one additional step in the pay range. After such employees advance to the fifth step, such employees shall advance as outlined in footnote "1/."
Under Pay Range 572, add the footnote "4/" following the titles "Building Inspection Enforcement Coordinator" and "Special Enforcement Inspector" and add the following footnote: "4/ Effective Pay Period 22, 2000, employees in these job classifications who are not at the fifth step and who attain and maintain all three of the certifications specified in footnote "2/", shall advance one additional step in the pay range. After such employees advance to the fifth step, such employees shall advance as outlines in footnote "2/".
Part 21. Section 23 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 22, 2000 – October 15, 2000):
Under Pay Range 936, delete the current biweekly rate of pay and substitute the rate $1,757.40.
Part 22. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 23. The provisions of Parts 4 through 9 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1999 (December 27, 1998).
The provisions of Part 10 of this ordinance are deemed to be in force and effect from and after Pay Period 19, 1999 (September 5, 1999).
The provisions of Part 11 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 1999 (December 12, 1999).
The provisions of Parts 12 through 17 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2000 (December 26, 1999):
The provisions of Part 18 through 21 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2000 (October 15, 2000).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 24. This ordinance will take effect and be in force from and after its passage and publication.
