Title

Substitute resolution establishing a sister city relationship between Milwaukee and Nuevitas, Cuba.

This resolution establishes a sister city relationship between Milwaukee and Nuevitas, Cuba.

Body

Whereas, The Town of Nuevitas is a coastal town with a large ocean port and a population of 40,000; and

 

Whereas, Nuevitas is a blue-collar town with one of the largest electrical generating plants in Cuba, a concrete factory and other local industry; and

 

Whereas, Nuevitas is the departure point for the resort beach city of Santa Lucia, a 12-mile strip of white sand beach which has 2,000 hotel rooms; and

 

Whereas, The United States Cuba Sister City Association desires to establish regional as well as city exchanges; and

 

Whereas Nuevitas is located north of the City of Camaguey in the province of Camaguey, and officials from the City and Province of Camaguey have expressed support for a cultural exchange program with Milwaukee, which would supplement the current sister city program that Camaguey and the City of Madison currently enjoy; and

 

Whereas, The City of Camaguey has Cuba's second largest ballet company, a symphony, a large university and a baseball team in the national league; and

 

Whereas, Such a sister-city relationship would make Milwaukee's people and products familiar to one of Cuba's largest provinces and to its third-largest city so that when the trade embargo is lifted, Milwaukee will be poised to pursue commercial interests in Cuba; and

 

Whereas, The Common Council adopted Resolution File Number 881299 on November 1, 1988, which increased the number of sister city relationships that the City may enter into within a 2-year period to 2; and

 

Whereas, The most recent sister-city relationship was created in 1999, and prior to that, 2 were created in 1997; and

 

Whereas, The City currently has 7 sister-city relationships and is permitted to have a maximum of 10 relationships as set by in Resolution File Number 881299 adopted on November 1, 1988; and

 

Whereas, The Common Council adopted Resolution File Number 871178 on May 17, 1988, which established criteria for the selection of sister cities; and

 

Whereas, Representatives of the Cuban-American community in Milwaukee have expressed their desire to develop a sister city relationship between Milwaukee and Nuevitas, Cuba; and

 

Whereas, There is evidence of strong local community support for this prospective sister city relationship in order to assure a strong financial base and interest in exchanges; and

 

Whereas, There will be consultation and communication between the 2 cities during the process of establishing a sister city relationship; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the establishment of a sister city relationship between the City of Milwaukee and the Town of Nuevitas, Cuba, is authorized; and, be it

 

Further Resolved, That the Mayor of the City of Milwaukee is requested to invite the Town of Nuevitas, Cuba, to join with the City of Milwaukee in establishing a sister city relationship; and, be it

 

Further Resolved, The City of Milwaukee commits itself to pursuing increased understanding and cooperation between the 2 governments.
