This resolution will permit the Redevelopment Authority to convey said land according to the conditions in the Land Disposition Report, approve the surplus and blight designation of the City-owned vacant lots in the area for acquisition by the Redevelopment Authority and approve the blight designation of two private parcels.
BODY:
Whereas, On November 24, 1998, the Common Council of the City of Milwaukee adopted File No. 981155 that authorized sale of land owned by the Redevelopment Authority of the City of Milwaukee ("Authority") in the vicinity of North 14th Street and West Juneau Avenue to SOS Children's Village of Wisconsin, Inc., ("Redeveloper") for housing development; and
 
Whereas, The Option to Purchase with the Redeveloper expired, but the Redeveloper has requested that the Option to Purchase be renewed so it can complete its fundraising activities and that the project be modified slightly; and
 
Whereas, Since the project was first conceived, additional lots in the area have been acquired by the City of Milwaukee ("City") through tax foreclosure and would be suitable for this project or other area development, but first must be declared surplus to municipal needs and declared blighted pursuant to Section 66.431 of Wisconsin Statutes; and
 
Whereas, The Authority also recommends the blight designation pursuant to Section 66.431 Wisconsin Statutes of two properties that the Redeveloper will acquire privately and propose to convey to the Authority as part of sale consideration; and
 
Whereas, On June 8, 2000, the Authority held a Public Hearing on the proposed sale as required by Wisconsin Statutes; and
 
Whereas, The owners of the lots to be declared blighted waived their statutory right to receive official notices and the Public Hearing on the land sale concurrently addressed the blight designation of these lots; and
 
Whereas, Pursuant to Wisconsin Statutes and as a condition precedent to the sale, lease or transfer of land, the Authority submits herewith a Blight Designation Summary and Land Disposition Report describing the terms and conditions of the proposed sale and blight designation; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Land Disposition Report dated June 8, 2000, with respect to the proposed sale of the following described property is approved.

Further Resolved, That the following City-owned vacant lots are declared surplus to municipal needs and blighted pursuant to Section 66.431 of Wisconsin Statutes for conveyance to the Authority and that the proper City officials shall execute a deed to the Authority for subsequent conveyance to the Redeveloper according to the terms of the Land Disposition Report:
 
1434, 1506 and 1510-12 West Highland Avenue
 
1121 and 1125 North 15th Street
 
; and, be it
 
Further Resolved, That the blight designation pursuant to Section 66.431 of Wisconsin Statutes of the privately-owned lots at 1147 (Part) and 1423-25 West Juneau Avenue, currently under contract to the Redeveloper, is approved and that the Authority is authorized to accept title to these lots at the time of closing with the Redeveloper; and, be it
 
Further Resolved, That the City-owned lot at 1143-47 North 15th Street is declared surplus to municipal needs, is declared blighted pursuant to Section 66.431 of Wisconsin Statutes and that the proper City officials shall execute a deed to convey the property to the Authority for future development.
