Analysis
This ordinance permits vehicles bearing vouchers from the safe ride anti-
drunk-driving program to be left overnight on city streets. It also exempts
these vehicles from the provisions of the city's alternate-side parking
ordinance, provided a citywide snow emergency has not been declared. It
includes a one-year sunset provision.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as
follows:
Part 1. Section 101-27-2.5 of the code is created to read:
101-27. All Night Parking.
2.5. SAFE RIDE PROGRAM. a. In addition to vehicles complying with sub. 2, vehicles not having obtained a special privilege permit may be parked during such hours provided they display a signed and dated voucher provided by a tavern owner participating in the safe ride program of Milwaukee county. This voucher shall:
a-1. Be of a type approved by both the commissioner of public works and the chief of police.
a-2. Be displayed in the left side of the rear window of the vehicle unless access to the vehicle is impossible in which case it may be placed beneath the vehicle's windshield wiper blades.
b. Vehicles ineligible for special privilege permits pursuant to sub. 2-b shall not be eligible for this exemption.
c. Vehicles bearing a signed and dated safe ride voucher may be parked in violation of sub. 3, provided a snow emergency has not been declared pursuant to s. 101-26.
Part 2. This ordinance shall be null and void one year after passage and publication October 27, 2001.
