Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to execute four Local Force Account agreements with the Wisconsin Department of Transportation for the installation of traffic signal improvements using City forces at various intersections citywide under four Congestion Mitigation Air Quality projects in various Aldermanic Districts at a total estimated cost of $246,723.54, with an estimated grantor share of $197,378.83, and an estimated City share of $49,344.71. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total cost of all four projects is $1,033,620, with a grantor share of $826,896, and a City share of $206,724.

Whereas, Four Project Agreements for the installation of traffic signal improvements under the 2013 Congestion Mitigation Air Quality program were approved by the Common Council under File Number 110136; and
Whereas, The projects include the installation of signal improvements including pedestrian and vehicle detection or optimized traffic signal timings at various intersections Citywide; and
Whereas, The Congestion Mitigation Air Quality program is intended to reduce traffic congestion and vehicle emissions; and
Whereas, The total estimated cost of the four projects is $228,766.95 for traffic control signal improvements; and
Whereas, $49,344.71 is not reimbursable and is included in the Division's 2013 Capital Purpose Project Grant Number ST320130000; and
