TITL:
Substitute resolution endorsing the proposed 2001-2002 City of Milwaukee Legislative Package.
BODY:
Whereas, There are a number of legislative proposals which are of importance to the City of Milwaukee; and
 
Whereas, These proposals originated in suggestions submitted by various City departments to the Judiciary and Legislation Committee and are included in Common Council File Number 991742, and were discussed by the Judiciary and Legislation Committee at its October 2, 2000 meeting; and
 
Whereas, Other proposals are best addressed as amendments to the 2001-2002 state budget, others will be introduced by individuals or groups outside the City of Milwaukee, and still others need to be further developed before being submitted in bill form; and
 
Whereas, These proposals have been reviewed and approved by the Judiciary and Legislation Committee and are recommended for adoption at this time as the nucleus of the City's Legislative Package; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that it hereby endorses and adopts the following list of proposals entitled "2001-2002 Proposed City of Milwaukee Legislative Package" as the basis for the City's Legislation Program in the 2001-2002 Session of the Wisconsin Legislature, with the understanding that said package may later be expanded by resolution of the Common Council as need arises:

Further Resolved, That the Division of Intergovernmental Relations be and hereby is authorized and directed to seek the introduction of these proposals in the 2001-2002 Session of the Wisconsin Legislature and to use its best efforts in support of said legislation; and, be it
 
Further Resolved, That the Division of Intergovernmental Relations be and hereby is authorized and directed to propose and/or amend the state budget and other major bills proposed by
individual groups outside the City in order to pursue the following major policy recommendations:
 
Shared Revenue and Expenditure Restraint Programs
Local Transportation Aids and Assistance
Municipal Service Payments
Gas Tax Exemption
Library System Aids
Recycling
911 Funding
Lead Abatement Funding
