This resolution directs the Intergovernmental Relations Division - Department of Administration to seek introduction and passage of state legislation to include poor, non-custodial parents within the State of Wisconsin's W-2 program.
BODY:
Whereas, Under Wisconsin Works (W-2), the emphasis on self-sufficiency and the responsibility to provide for families through work rests with the custodial parent, who is usually a female head of household; and
Whereas, Single men connected with W-2 who are not classified as heads of household as well as non-custodial parents are not addressed by W-2; and
Whereas, It is in the best interest of the City to connect all eligible persons, including non-custodial parents, with family-supporting jobs by promoting job-seeking skills and job-readiness training, providing access to GED programs, offering guidance in job application and resume writing, and fostering job linking; and
Whereas, The provision of such services is properly the responsibility of state and federal government; and
Whereas, The W-2 program is proving less costly than originally expected, with a $256 million surplus projected by the end of 1999; and
Whereas, This surplus, representing nearly 40 percent of W-2's budget for its first 28 months, makes available funds that could be used to open the program to poor, non-custodial parents; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Relations Division - Department of Administration is authorized and directed to seek introduction and passage of state legislation permitting the inclusion of poor, non-custodial parents within the W-2 program.
