Substitute resolution relating to application for Wisconsin Department of Natural Resources Municipalities in Priority Watersheds grant funding for the creation of an experimental storm water management system in the Historic Third Ward Riverwalk area.

This resolution authorizes and directs the Department of Public Works to apply to the Wisconsin Department of Natural Resources for a Calendar Year 2000 Municipalities in Priority Watersheds grant, in the amount of $56,000, to fund the construction of an experimental storm water management system in conjunction with the development of the segment of the Riverwalk between East Clybourn Street and North Broadway. The estimated total cost of this project is $80,000. The Historic Third Ward Association and the board of Business Improvement District Number 2 (Historic Third Ward) will provide the remaining $24,000 (local match) for this project.
BODY:
Whereas, The Wisconsin Department of Natural Resources administers a Municipalities in Priority Watersheds grant program which awards state funding, on a 70% state share/30% local share basis, for projects involving the construction or implementation of best management practices to control nonpoint source water pollution; and
Whereas, Municipalities in Priority Watersheds grants may only be applied for by units of governments; and
Whereas, The Historic Third Ward Association and the board of Business Improvement District Number 2 (Historic Third Ward), which are not units of government, have requested that the City apply on their behalf for a Municipalities in Priority Watersheds grant for the construction of an experimental storm water management system in conjunction with the development of the segment of the Riverwalk between East Clybourn Street and North Broadway; and
