Substitute resolution transferring funds and creating a subaccount for an analysis of Business Improvement District administrative procedures.

This substitute resolution provides funds from the Advanced Planning Fund for an analysis of how the budgeting, record keeping and coordination with the City's sixteen Business Improvement Districts can be improved. The analysis also will recommend ways to implement the City Comptroller's 1998 performance audit of Business Improvement Districts.
BODY:
Whereas, Since 1987 the City of Milwaukee ("City") has created sixteen Business Improvement Districts ("BIDS") covering over 1,750 properties and raising almost $3 million annually in special assessments; and
Whereas, Coordination with BIDS involves multiple City departments and has increased in complexity as the number of BIDS has grown; and
Whereas, BIDS and City departments desire to improve procedures so services to the BIDS and compliance with the requirements of the Wisconsin Statutes are accomplished more effectively and efficiently; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of City Development is authorized and directed to obtain consultant services for an analysis of Business Improvement District administrative procedures; and, be it
Further Resolved, That the City Comptroller is authorized and directed to appropriate the sum of $20,000 from the Advance Planning Fund Project Account No. UR01280000 to a Segment Account that will be established for this purpose; and, be it
Further Resolved, That all City officials, boards, agencies and commissions are authorized and directed to provide whatever assistance is needed to carry out the intent of this resolution.
