This resolution authorizes and directs the appropriate City officials to enter into an intergovernmental cooperation agreement with the Milwaukee Metropolitan Sewerage District and Milwaukee Public Schools to allow the Sewerage District to construct a dry detention basin on the premises of Henry David Thoreau Elementary School, 7878 North 60th Street. This agreement would give the Sewerage District a permanent easement for access to the detention basin site, require the District to construct a detention basin on the site and assign responsibility for maintaining the detention basin.
BODY:
Whereas, The Milwaukee Metropolitan Sewerage District ("MMSD") is authorized to ameliorate drainage problems within its service area; and
Whereas, In recent years, drainage-induced flooding along Southbranch Creek in the city of Milwaukee and the village of Brown Deer has caused significant property damage in the area; and
Whereas, To address this problem, MMSD hired a consultant to investigate and recommend options for reducing the frequency of flooding of Southbranch Creek; and
Whereas, The consultant recommended the construction of 4 detention basins sized to contain Southbranch Creek during the 100-year flood; and
Whereas, One of the proposed detention basins would be located on the property of Henry David Thoreau Elementary School, 7878 North 60th Street, between West Bradley Road and the tennis courts on the school property; and
Whereas, The proposed detention basin on the Thoreau School property would be designed to only contain water during the 50% flood (i.e., on average, once every 2 years), meaning that the land it occupies could still be used for recreational purposes at m...
