Substitute resolution authorizing expenditures of $309,200 for 1999 and 2000 relative to the Milwaukee AIDS Initiative.
ANLS:
This resolution authorizes expenditures from a special purpose account relative to the Milwaukee AIDS Initiative.
BODY:
Whereas, The 1999 City of Milwaukee budget includes an AIDS initiative special purpose account of $309,200 and assumes the same level of funding in the year 2000; and

Whereas, The City of Milwaukee budget included a footnote expressing the intent of the Common Council that no expenditures be made from the AIDS initiative special purpose account (Account Number 01-076-8001) until the following has been done:

1. An expenditure plan is submitted to the Common Council for the following agencies and amounts: AIDS Resource Center of Wisconsin-Youth ($36,200); AIDS Resource Center of Wisconsin -IDU ($54,365); STD Specialities-Homeless/Youth IDU ($47,341): STD Specialities - Lab ($10,000); United Migrant Opportunities Services ($41,110); Rainbow Community Health Center ($39,788); ASHA Family Service ($58,365); and United Community Center ($32,031) ; and the same levels of funding for each agency are assumed for the year 2000.

2. The expenditure plan details services to be provided and program evaluation criteria and the Health Department comments to the appropriate standing committee regarding the services and program evaluation plans.

3. The expenditure plan is approved by the Common Council;

Whereas, The Health Department has furnished the Common Council with the required expenditure plan for the year 1999 and 2000, including all specified information, for the following agencies: AIDS Resource Center of Wisconsin-Youth ($36,200); AIDS Resource Center of Wisconsin -IDU ($54,365); STD Specialities-Homeless/Youth IDU ($47,341): STD Specialities - Lab ($10,000); United Migrant Opportunities Services ($41,110); Rainbow Community ...
