Analysis
This resolution authorizes the appropriate City officials to negotiate for the purchase of the two residential properties located at 5664 S. 20th Street and 5710 S. 20th Street to raze and maintain the sites as part of a storm water management area to prevent future flood-related damages.
Body
Whereas, Recurring storm water flooding of residential properties poses serious health risks for and diminishes the quality of life of affected property owners and residents; and

Whereas, Recurring storm water flooding of residential properties diminishes property values and burdens affected property owners and other residents with the high and unanticipated costs related to real and personal property clean-up, repair and replacement; and

Whereas, The City is also negatively impacted by the reduction in residential property values caused by recurring storm water flooding events, as well as the additional costs related to the provision of civil emergency and other post-event services; and

Whereas, The City has been awarded a Municipal Flood Control Grant from the Wisconsin Department of Natural Resources to minimize flooding and flood-related damages by acquiring, razing and creating storm water management areas; and

Whereas, The properties located at 5664 S. 20th Street and 5710 S. 20th Street have reported flood-related damage at least 3 times during the last 10 years from recurring storm water flooding events; and

Whereas, It is in the best interest of the City and the affected property owners that the City acquire and raze the properties located at 5664 S. 20th Street and 5710 S. 20th Street to create a storm water management area to prevent future flood-related damage; now, therefore, be it
