This resolution appropriates $5,000 from the 1998 Municipal Art Fund to partially fund the acquisition of public art for the Milwaukee Police Department evidence storage facility located at 2620-22 West Wisconsin Avenue. In addition, the resolution authorizes the Milwaukee Arts Board to use the appropriated funds to develop and send out requests for proposals for such work of art, to review the proposals received and select an artist or artists to perform the work. The Arts Board is further authorized to commission an artist or artists for the evidence storage facility public art project when the necessary funds are available.
 
 
BODY:
Whereas, On July 7, 1998, the Milwaukee Common Council adopted File Number 980254, a resolution authorizing the proper City officials to purchase properties located at 2620-22 West Wisconsin Avenue and 2620 West Hazelton Court for use an evidence storage facility by the Milwaukee Police Department; and
 
Whereas, File Number 980254 also appropriated $3,840 from the Police Department's 1998 capital budget for the acquisition of public art for the evidence storage facility; and
 
Whereas, Section 304-27 of the Milwaukee Code of Ordinances establishes a capital revenue account known as the "Municipal Art Fund" for the purpose of funding the acquisition of works of art in conjunction with City capital improvement projects; and
 
Whereas, As of July 30, 1998, the unencumbered balance in the 1998 Municipal Art Fund was $51,512; and
 
Whereas, Section 304-27 also assigns the Milwaukee Arts Board responsibility for:
 
1. Determining the allocations of money to be expended on various works of art in conjunction with City capital improvement projects.
 
2. Determining the methods of selecting and commissioning artists for such works of art, as well as actually contracting with artists for the design, execution and placement of the works of art.
 
3. Requesting Common Council approval to authorize payments for the design, execution and placement of works of art using appropriations from the Municipal Art Fund.

Whereas, The Arts Board has determined that $5,000 is an appropriate allocation from the Municipal Art Fund for public art at the evidence storage facility; and
 
Whereas, The Arts Board has requested Common Council approval to authorize payments for the design, execution and placement of works of art at the evidence storage facility using appropriations from the Municipal Art Fund; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that $5,000 shall be appropriated from the 1998 Municipal Art Fund (Account No. 31-002-0001) for the purpose of partially funding the acquisition of public works of art for the Milwaukee Police Department evidence storage facility located at 2620-22 West Wisconsin Avenue; and, be it
 
Further Resolved, That the Milwaukee Arts Board is authorized and directed to use the appropriated funds to develop and send out requests for proposals, and to review the proposals and select an artist or artists, for the design and placement of public art on the west wall of the evidence storage facility; and, be it
 
Further Resolved, That such work of art shall consist of a mural, bas relief sculpture or artistic lighting that symbolizes a gateway to the Marquette University area and downtown; and, be it
 
Further Resolved, That the Arts Board is authorized to commission, by contract, an artist or artists for the design, execution and placement of public art on the west wall of the evidence storage facility whenever the necessary funding for such tasks is available.
