Analysis
This resolution approves an intergovernmental agreement between the City of Milwaukee and the City of Wauwatosa relating to the provision of police, fire, medical and other emergency services in Hartung Park and Center Street Park, 2 recreational facilities that are located along the border between the 2 municipalities.

Whereas, Hartung Park is an 18.9-acre City of Milwaukee park that straddles the City’s boundary with the City of Wauwatosa ; and

Whereas, Over one-third of the Hartung Park site is located in the City of Wauwatosa; and

Whereas, Because the Milwaukee-Wauwatosa boundary line passes through Hartung Park, it may be difficult for park users to determine, in the event of a police, fire, medical or other emergency, whether to contact a Milwaukee or Wauwatosa emergency response agency; and

Whereas, Center Street Park is a Milwaukee County Park located in the City of Milwaukee but bordered on 3 sides by the City of Wauwatosa; and

Whereas, Because of Center Street Park’s location, park users as well as persons living across from the park may consider calling either a Milwaukee or Wauwatosa emergency response agency when an emergency situation arises in the park; and

Whereas, To eliminate possible confusion as to whether to call Milwaukee or Wauwatosa agencies for emergency services in Hartung Park or Center Street Park, to ensure timely and efficient emergency responses to incidents in these parks, and to protect the public health, safety and general welfare, it is essential that the City of Milwaukee and City of Wauwatosa establish a policy relating to the provision of emergency services in these parks; and
