Whereas, The cost of hiring outside consultants to assist with job analysis and examination development were not fully known when the 2013 Budget was developed,
 
Whereas, The Special Fund for entry level drug, medical and psychological testing was underfunded in the 2013 Budget, partially due to the increased cost of psychological testing,
 
Whereas, The Budget Office anticipated the need to use 2013 Contingent Funds to supplement the amount allocated to the Fire & Police Commission in the 2013 Budget,
 
Whereas, A class of 50 Police Officers proposed by the Mayor in the 2014 Budget will cost the Fire & Police Commission approximately $85,000 in testing expenses in 2013,
 
Whereas, The 2013 City Budget provided $5 million for the Common Council Contingent Fund, of which $3,900,400 is currently unencumbered and available to date; now, therefore, be it
 
Resolved, by the Common Council of the City of Milwaukee, that up to $425,000 shall be reserved and appropriated from the 2013 Common Council Contingent Fund (#0001-9990-C001-006300) with $334,000 to the Fire & Police Commission's Operating Account (#0001-3100-R999-006300) (2013) and $91,000 for the Pre-employment Screening Special Fund (#0001-3100-R312-006300) (2013); and, be it
 
Further Resolved, That the City Comptroller and other appropriate City officials are directed to take whatever steps are necessary to fulfill the intent of this resolution.
