Analysis
Motor vehicles used in the business of a licensed junk dealer or a junk collector are currently required to display motor vehicle signage and a business license sticker. Junk dealers, which operate from a fixed location, are not currently subject to the same requirements as junk collectors for registering vehicle information or for paying a fee for operating with a vehicle.

This ordinance requires that a junk dealer conducting business using a motor vehicle operated on city highways to obtain a junk collector license. The amount of the fee for a junk collector license obtained by a junk dealer is reduced from $150 - the fee currently required for a junk collector operating with a motor vehicle - to $50 for a 2-year period.

Other requirements for operating with a vehicle remain the same for junk dealers and non-dealers. These include providing the year, make, model, vehicle weight and license plate number of each motor vehicle used in the conduct of the junk dealer’s business as well as the signage requirements for each vehicle.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 81-63-4 of the code is repealed and recreated to read:

81-63. Junk Collector License.

4. The fee for a motor vehicle used in collecting or transporting junk in the conduct of a junk dealer’s business shall be $50 per vehicle.

Part 2. Section 81-63-5 of the code is created to read:

5. The fee to change a motor vehicle used in the conduct of a junk collector or junk dealer’s business shall be $25.

Part 3. Section 92-3-3-d of the code is amended to read:

92-3. Junk Collectors and Dealers.
