Title
Substitute resolution urging the Mayor, the Chief of Police, the Superintendent of Milwaukee Schools and the Milwaukee Board of School Directors to work towards an agreement under which security services for the Milwaukee Public Schools would be merged or consolidated with the Milwaukee Police Department.
Analysis
This resolution urges the Mayor, the Chief of Police, the Superintendent of Milwaukee Schools, and the Milwaukee Board of School Directors to work towards an agreement under which security services for Milwaukee Public Schools would be merged or consolidated with the Milwaukee Police Department.
Body
Whereas, Providing a safe and secure environment for all Milwaukeeans is important to both the City of Milwaukee and the Milwaukee Public Schools (MPS); and

Whereas, Both the City and MPS currently face fiscal constraints that limit the resources available to provide a safe and secure environment in schools and the City; and

Whereas, MPS spends approximately $14 million per year on security services, which is more than the police budgets of Cudahy, Shorewood and Whitefish Bay combined; and

Whereas, The $14 million in funding MPS spends on school security could possibly be more effectively and efficiently expended by having MPS security services merged or consolidated with the Milwaukee Police Department (MPD); and

Whereas, A joint effort by the Mayor, the Chief of Police, the Superintendent of Milwaukee Schools and the Milwaukee Board of School Directors is needed to determine if merging or consolidating security services for MPS with the MPD would provide efficiencies that would allow MPS and the City to use their limited resources to provide security and safety in MPS schools and the City in a more efficient and effective manner; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Mayor, the Chief of Police, the Superintendent of Milwaukee Schools and the Milwaukee Board of School Directors are urged to work towards an agreement under which security services the Milwaukee Public Schools would be merged or consolidated with the Milwaukee Police Department; and, be it

Further Resolved, That the City Clerk shall send copies of this resolution to the Superintendent of Milwaukee Schools and the Milwaukee Board of School Directors.
