Analysis
This ordinance establishes a crime watch sign program. Provisions are made for 3 types of crime watch signs: neighborhood crime watch area signs, business crime watch area signs and block watch area signs. The chief of police shall establish eligibility guidelines for participation of neighborhoods, businesses and block watch groups in the crime watch sign program.

The chief of police shall, in coordination with the commissioner of public works, establish standards (size, wording, etc.) for signs installed under this program. In addition, in accordance with state statutes, sign design shall be approved by the Wisconsin department of transportation.

The department of public works shall install signs at no cost to the participating neighborhood association, business or block watch club. However, the association, business or club shall be responsible for the costs of sign fabrication, as well as any costs relating to sign maintenance or the replacement of damaged, lost or stolen signs.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 116-4 of the code is created to read:

116-4. Crime Watch Sign Program. 1. ESTABLISHMENT. There is created a crime watch sign program to assist residents, businesses, property owners and the police department in identifying neighborhood crime watch areas, business watch areas and block watch areas, and in achieving the crime-prevention and crime-reduction goals of neighborhood watch, business watch and block watch groups and associations.

2. ELIGIBILITY. The chief of police shall establish eligibility guidelines for participation of neighborhoods, businesses and block watch groups in the crime watch sign program.
