A substitute ordinance to further amend the 2013 offices and positions in the City Service.

This substitute ordinance changes positions in the following departments:

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 120741 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration - Business Operations Division, Emerging Business Enterprise Program", delete one position of "Emerging Business Enterprise Manager (A)(Y)" and add one position of "Small Business Development Manager(A)(Y)"; and delete two positions of "Emerging Business Analyst - Senior(A)(Y)" and add two positions of "Business Analyst - Senior(A)(Y)"; and delete the Section heading "Emerging Business Enterprise Program" and add the Section heading "Small Business Development Program".
Under "Health Department", amend footnote "(AAA)" to read as follows: "To expire 07/31/14 unless the HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee is extended. A portion of the Nurse Practitioner position may be funded by the Dual Protection Grant"; amend footnote "(BB)" to read as follows: "To expire 9/30/14 unless the Refugee Health Screening Grant is extended"; amend footnote "(Q)" to read as follows: "To expire 09/30/14 unless the FIT Families (WIC) from the State of Wisconsin Department of Health Services, is extended" and amend foot note (SSS) "To expire 9/29/14 unless the Project LAUNCH Grant is extended."
Under "Human Resources", add one position of "Human Resource Analyst".
Under "Immunization Action Plan", delete three positions of "Public Health Nurse (X)(G)(DD)(CC)(FF)(P)(KK)", add three positions of "Public Health Nurse (X)(G)(P)(CC)(DD)(EE)(FF)"; amend footnote "(EE)" to read as follows: "To expire 02/28/14 unless the Community Health Improvement in Metcalfe Park and Concordia (CHIMC): Save Lives-Immunize Grant from the Medical College of Wisconsin (MCW) is extended. Partially funds one Public Health Nurse in the Immunizations Program"; amend footnote "(FF)" to read as follows: "To expire 12/31/13 unless the Immunize Milwaukee Grant from the UW School of Medicine and Public Health-Wisconsin Partnership Program is extended. Partially funds one Public Health Nurse position in the Immunization Program" and delete footnote "(KK)".
Under "Family and Community Health Services Division, Community Healthcare Access Program", delete eight positions of "Health Access Assistant II (X) (HHH)" and add twelve positions of "Health Access Assistant II (X) (HHH)".
Under "Family and Community Health Services Division, Men's Health Program", delete one position of "School Health Manager (X)(Y)" and add one position of "Men's Health Manager (X)(Y)".
Under "Police Department", amend footnote "(F)" to read as follows: "Truancy Abatement Grant: Six positions to expire 6/30/2014 unless grant funding from the Milwaukee Public Schools continues."
Under "Administration Services Decision Unit, Administration Bureau, Facilities Services Section", delete six positions of "Heating and Ventilating Mechanic II" and add six positions of "Maintenance Technician II".
Part 2. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
The provisions of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 3. This ordinance will take effect and be in force from and after its passage and publication.
