Title
Resolution authorizing the Department of City Development to expend funds allocated in the 2012 Facade Program capital project account.
Analysis
This resolution authorizes the release of borrowing authority and expenditure of funds from the 2012 Facade Program capital project account for the Department of City Development’s Citywide Facade Grant and Retail Investment Fund Programs. The Common Council appropriated $500,000 to the project account in the 2012 Adopted City Budget.

Whereas, The Common Council approved the City of Milwaukee (“City”) 2012 Budget in November, 2011, which included a capital improvement borrowing appropriation in the amount of $500,000 to the Department of City Development’s (“DCD”) Facade Program capital project account; and
Whereas, DCD has operated the Citywide Facade Grant and Retail Investment Fund Programs (“Programs”) for a number of years; and
Whereas, These Programs have provided a significant incentive for visible reinvestment in downtown and neighborhood commercial corridors, providing needed commercial services and increasing local employment opportunities; and
Whereas, More attractive storefronts make Milwaukee a more pedestrian-friendly and attractive place for businesses, residents and visitors; and
Whereas, The City will leverage significant amounts of private investment and improvements in the neighborhood and downtown commercial corridors by providing business development incentives for interior and exterior improvements; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the $500,000 capital investment appropriation for DCD’s Facade Program capital project account (0339-9990-UR05112000A) is authorized to be expended by DCD (Org. 1910) to support the Citywide Facade Grant and Retail Investment Fund Programs; and, be it
