Substitute resolution authorizing the Department of Employee Relations to execute a contract with Lincoln National for long-term disability insurance benefits for City employees for a period of up to 3 years.

Analysis

This resolution authorizes the Department of Employee Relations to execute a contract with Lincoln National for long-term disability insurance benefits for City employees for a period of up to 3 years.

Body

Whereas, Common Council Resolution File Number 130077, adopted June 11, 2013, authorized the Department of Employee Relations to complete a request-for-proposal process for an administrator for a long-term disability benefit program; and

Whereas, Willis of Wisconsin, the City's benefits consultant, has led such a request for proposal process, with 6 vendors responding to the RFP; and

Whereas, A Selection Team consisting of representatives from the Department of Employee Relations, Budget Office and Willis of Wisconsin reviewed the responses; and

Whereas, The Selection Team is recommending Lincoln National because its quote is lowest on both the buy-down and core plans; and

Whereas, Lincoln National was also the clear choice of the Selection Team based on rates; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is authorized to execute a contract with Lincoln National for long-term disability insurance benefits for City employees for a period of up to 3 years.
