Analysis

This resolution authorizes the Department of Employee Relations to execute contracts with MetLife, Care-Plus and Anthem for dental benefits for City employees for a period of up to 3 years.

Body

Whereas, Common Council File Number 100201, adopted July 7, 2010, approved 2-year contracts with options for one-year extensions with Care-Plus, Anthem and Delta Dental; and

Whereas, The contracts with Care-Plus, Anthem and Delta Dental will expire on December 31, 2013; and

Whereas, Common Council File Number 121263, adopted January 15, 2013, approved a request-for-proposal process with the Milwaukee Public Schools for the provision of dental benefits for City employees; and

Whereas, Willis of Wisconsin, the City’s benefits consultant, has led such a request for proposal process, with 12 vendors having been sent the RFP; and

Whereas, There were 2 viable respondents to the pre-paid, option and there were 5 viable respondents to the PPO option which were reviewed by an internal review team; and

Whereas, The viable respondents to the pre-paid option were the City’s current vendors, Care-Plus and Anthem, and each provided rate increases of 3% and 4%, respectively; and

Whereas, Of the viable respondents to the PPO option, the selection team recommends MetLife as the vendor offering the lowest dental rates, a copy of which is attached to the file; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is authorized to execute contracts with MetLife, Care-Plus and Anthem for dental benefits for City employees for a period of up to 3 years.
