Title
Substitute resolution relating to the transfer of certain customers currently receiving water service from the Milwaukee County Grounds to receive water service from the City of Wauwatosa.
Analysis
This resolution provides for the transfer of certain customers currently receiving water service from the Milwaukee County Grounds to receive water service from the City of Wauwatosa.  The change is related to impacts on water mains related to Zoo Interchange construction.  The change will be formalized in an amendment to the Water Service Agreement with the City of Wauwatosa authorized by this resolution.
Body
Whereas, The Milwaukee Water Works has water service agreements with the City of Wauwatosa and the Milwaukee County Grounds for the provision of water at wholesale; and
 
Whereas, The reconstruction of the Zoo Interchange will impact water service to certain properties currently receiving water from the Milwaukee County water system, namely Parks Administration, Wisconsin Lutheran Athletic Fields, UW Extension Community Gardens, Wil-O-Way Underwood Recreation Center, Children's Court, County Transportation Department's vehicle maintenance facility, Sheriff's Substation, Skilled Trades Building, and the Milwaukee County Research Park; and
 
Whereas, In order to continue to provide water service to these properties after the Zoo Interchange project, new water facilities would have to be constructed at a cost to Milwaukee County estimated to be $1,610,938 plus a cost to the Wisconsin Department of Transportation (WisDOT) estimated to be $465,000, for a total of $2,075,938; and
 
Whereas, Due to their geographical location, these properties could receive water service from the Wauwatosa Water Utility with new water facilities estimated to cost Milwaukee County $237,943 and WisDOT $123,745, for a total of $361,688; and
 
Whereas, Water service to these properties from the City of Wauwatosa would reduce expenditures by more than $1.7 million representing financial savings to taxpayers; and
 
Whereas, While the water provider to these properties would transfer from Milwaukee County to the Wauwatosa Water Utility, Milwaukee Water Works would remain the wholesale water provider and the amount of water sold by Milwaukee Water Works would not change; and
 
Whereas, Milwaukee Water Works has water service agreements with both Wauwatosa and Milwaukee County that delineate each wholesale customer's service area, which agreements would require amendments to be executed to redefine the service area; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, That the proper city officials are directed to execute an amendment to the water service agreement with the City of Wauwatosa, in substantially the same form as the amendment attached to and made part of this file, to include in the authorized service area of the Wauwatosa Water Utility the properties known as Parks Administration, Wisconsin Lutheran Athletic Fields, UW Extension Community Gardens, Wil-O-Way Underwood Recreation Center, Children's Court, County Transportation Department's vehicle maintenance facility, Sheriff's Substation, Skilled Trades Building, and the Milwaukee County Research Park, which currently receive water service from Milwaukee County; and, be it
 
Further Resolved, That the Milwaukee Water Works shall file with the Public Service Commission of Wisconsin, a fully-executed copy of the amendment to the water service agreement with the City of Wauwatosa.
