Title
A substitute ordinance relating to premium payments for health benefits.

Analysis
Under current code provisions, certain eligible full-benefit employees and retirees under age 65 pay 12% of the premium of the health insurance benefit plan of their choosing. This ordinance establishes that effective December 22, 2013 (pay period one 2014), the city shall pay 88% of the cost of the premium of the lowest-cost health insurance benefit plan offered by the city for certain eligible full-benefit employees and retirees under age 65.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-30-7-a-1 of the code is amended to read:
350-30. Health Benefits.
7. Payments.
a-1. Full-benefit employees and retirees under age 65, unless specified otherwise in subd. 3, shall pay [[12%]] >>the balance of the premium due after payment by the city of an amount equal to 88% of the cost<< of the premium >>for the lowest-cost health insurance benefit plan offered by the city<<.
Part 2. This ordinance takes effect December 22, 2013.
