Analysis
This ordinance removes the requirement that a stenographic recording be made of licensing proceedings before the licensing committee and the common council.

The ordinance provides that an electronic or stenographic record will be made of all licensing proceedings before the licensing committee and the common council. Recordings are to be maintained in a manner prescribed by the city clerk.

The ordinance also provides that an electronic record will be made available for stenographic transcription or for transcription by other means at the expense of the person or party seeking the transcription of all or any portion of the record.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 85-4-3 of the code is repealed and recreated to read:

85-4. Hearing Procedure.

3. RECORD. An electronic or stenographic record shall be made of all licensing proceedings before the licensing committee and the common council. An electronic record shall audibly, accurately and completely reflect the testimony and statements made by participants in the proceedings. Recordings shall be maintained in a manner prescribed by the city clerk. An electronic record shall be made available for stenographic transcription or for transcription by other means at the expense of the person or party seeking the transcription of all or any portion of the record.

Part 2. Section 90-11-2-b-2-i of the code is repealed and recreated to read:

90-11. Renewal of License.

2. PROCEDURE FOR NONRENEWAL.

b. Hearing.

b-2-i. A record shall be made of all committee hearings as provided in s. 85-4-3.

Part 3. Section 90-12-5-b-6 of the code is repealed and recreated to read:

90-12. Revocation or Suspension of Licenses.
