A substitute ordinance relating to private alarm sales businesses.

Analysis
Current code provisions for alarm sales businesses include requirements that:

1. Applicants for a license register a list of sales personnel with the city clerk.

2. A license application includes certification that photographs of sales personnel will be submitted to the clerk promptly upon engaging in sales activities.

This ordinance provides that the required submission of photographs of sales personnel only applies to sales personnel who engage in sales activities directly and in person with members of the public. The ordinance specifically provides that photographic identification requirements do not apply to:

1. Individuals who engage in remote sales activities limited to telephonic or other electronic or remote medium of communication or,

2. Individuals engaged in activities limited to posting or distribution of brochures, placards, flyers or other written sales communications.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 105-75-3-b-7-e of the code is amended to read:

105-75. Private Alarm Systems and Regulations.

3. LICENSE REQUIRED.

b-7-e. A certification that photographs of alarm sales personnel >>for all personnel who engage the public directly and in person in the course of sales activities<< will be submitted to the city clerk promptly upon engagement of alarm sales personnel in sales activities. >>The list provided in subpar. d shall separately identify those individuals who engage members of the public directly and in person in the course of sales activities from those individuals whose contact with members of the public is limited to telephonic or other electronic or remote medium of communication, or to individuals engaged in activities of posting or distribution of brochures, placards, fly...
