Analysis
This resolution authorizes the Milwaukee Fire Department to apply for an Assistance to Firefighters - Fire Prevention Safety grant from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) in the amount of $24,634 to address the problem of juvenile fire setting within the city. This resolution includes funding for a director for a 3-month period to re-institute the Juvenile Fire Setters Program and to establish a coalition of community partners. The request also provides funding for program support materials. The one-year grant award total is $19,708 (80%) with a city match of $4,926 (20%).
Body
Whereas, The Burn Institute of San Diego, CA, recently identified juvenile fire setting as the fastest-growing fire threat in the United States; and

Whereas, In 2006, the U.S. Fire Administration reported that 54% of all arson arrests in the United States involve persons under the age of 18; and

Whereas, In the City of Milwaukee, persons under the age of 18 account for 28.6%, or approximately 171,000 people, of the population according to the 2010 U.S. Census; and

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Homeland Security Federal Emergency Management Agency (FEMA) to re-institute the Juvenile Fire Setters Program; and

Whereas, The operation of this one-year grant project would provide $19,708 (80%) by the grantor and $4,926 (20%) by the City; and
