Analysis
The ordinance eliminates the “winter” suspension of the right to park overnight on both sides of designated streets, allowing vehicles to park overnight on both sides of such designated streets the year-round, except when the department of public works announces snow-plowing operations are underway.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 101-27-1-a-2 of the code is amended to read:
101-27. All Night Parking.
1. RESTRICTIONS.
a-2. The restriction provided in subd. 1 shall be suspended [[for the period beginning March 1 through November 30 of each year, ]]to permit vehicles to stand in one place on a highway in designated areas for not more than 5 days consecutively>>, except when the department of public works announces snow-plowing operations or other public works operations are underway<< All other parking restrictions and parking permit requirements currently in force or which may be enacted shall remain in effect in the designated areas. The designated parking program areas to which these provisions apply include those bounded by and including both sides of the boundary streets:
a-2-a. E. Locust St., N. Downer Ave., E. Bradford Ave., N. Prospect Ave., E. Juneau Ave., N. Milwaukee St., N. Water St., E. Kane Pl., N. Warren Ave., E. Boylston St., N. Cambridge Ave., E. North Ave., and N. Oakland Ave.
a-2-b. E. Juneau Ave., N. Prospect Ave., E. Wells St. and N. Milwaukee St.
a-2-c. E. Juneau Ave. from N. Prospect Ave. to its eastern terminus
b. No vehicle of any kind or description shall be parked on any highway between the hours of 2 a.m. and 6 a.m. except as otherwise restricted or permitted herein.
