Analysis

This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $304,000 with the total cost estimated to be $8,488,677.44; and, directs the City Comptroller to transfer funds and set up appropriate accounts for preliminary engineering for the projects (listed below) with Federal/State Aid.

Body

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:

 

4th Aldermanic District

 

N. 27th St. - W. St. Paul Ave. to W. Highland Ave. (WT410130011):  Hydrant alteration.  (Nonassessable Water Fund Budget Line 5010 -- $1,000; Nonassessable Water Fund Budget Line 6410 -- $3,000).  The total estimated cost for this project including the requested amount is $40,000.  This project is anticipated to be completed during the 2013 construction season.

 

12th Aldermanic District

 

S. 10th St., W. Windlake Ave., and W. Rogers St. (Intersection) (ST211130144):  Intersection modification.  (Nonassessable Reconstruction Paving Fund -- $60,000, Additional Funds).  The total estimated cost for this project including the requested amount is $70,000.  This project is anticipated to be completed during the 2013 construction season.

 

Various Aldermanic Districts

 

Crackfilling of various streets by contract (ST211120180):  (Nonassessable Reconstruction Paving Fund -- $30,000, Additional Funds).  The total estimated cost for this project including the requested amount is $230,000.  This project is anticipated to be completed during the 2012 construction season.

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for design engineering for the projects (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share of $5,000, whichever is greater, as follows:

Original estimated cost of the total project, File Number 000019:  $2,600,000.

 

This project is anticipated to be completed during the 2012-2013 construction season.

Further Resolved, A copy of the revised agreement for the Bay View to Downtown Bikeway is attached to Common Council Resolution 120855, and is incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
