This resolution directs the Department of Administration - Purchasing to establish a program to track the offshoring of U.S. jobs associated with City contracting.
Body
 
Whereas,  In the 1970s and 1980s, major U.S. companies began opening facilities abroad which produced goods formerly made by comparatively well-paid, often unionized U. S. factory workers; and
 
Whereas, By the turn of the century, U.S. companies extended this offshore outsoucing, or "offshoring", of jobs beyond factory jobs of blue-collar workers to the jobs of white-collar service sector workers; and
 
Whereas, It is estimated that as many as 40 million jobs, or 29% of all U.S. jobs, could be considered potentially offshorable jobs; and
 
Whereas,  The City of Milwaukee purchases millions of dollars in goods and services per year which may or may not be contributing to the offshoring of U.S. jobs; and
 
Whereas, The City should consider factors such as the resulting offshoring of U.S. jobs when making purchasing decisions; and
 
Whereas, The City must first be able to identify when offshoring practices occur in City contracting; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Purchasing is directed to establish a program to track the offshoring of U.S. jobs associated with City contracting; and, be it
 
Further Resolved, The tracking shall capture jobs sent abroad both within a company and when contracted to another company; and, be it
 
Further Resolved, The Department of Administration - Purchasing shall develop both a method for tracking offshoring of jobs by contracting companies and an implementation plan for collection of the data; and, be it
 
Further Resolved, The Department of Administration - Purchasing shall report its method for tracking and implementation plan for consideration by the Finance and Personnel Committee by January 31, 2013.
