Minutes note: Ms. Hatala said that the request to expand the boundaries of the Mitchell Street Historic District was made by Nancy Bush of the Historic Mitchell Street Preservation Corporation. Part of the effort is to acquire and rehabilitate the former White Eagle Hotel at 738 W. Maple Street. The surface parking lot at 716 W. Windlake Avenue is also included in the boundary expansion. The period of significance of the former hotel coincides with the historic district as a whole. The historic district was designated in the 1980s, and the request is merely to extend the boundaries to these two addresses. Ms. Hatala proceeded with an overview on the general character, significance, and history of the former hotel. Details of Ms. Hatala's overview can be found in the staff study report within the file. Ms. Hatala, on behalf of staff, recommends that the additions of the properties and the boundary changes be adopted as fulfilling criteria e 1 and e 8. Individual appearing: Ron Giguere, Historic Mitchell Street Preservation Corporation Chariman Mr. Giguere said that the addition of the former hotel fits the plan of the Business Improvement District. The desire is to reactivate restaurant activity and banquet facilities on Mitchell Street, which there are no such facilities currently. The building will have its original ceiling height, not made to look new, and have a large storefront. Each floor will house about 200 people. There will be new elevators and fire sprinklers. The corporation will manage this property and not leave it in the hands of others. The parking lot will be utilized. The goal is the continuation of bringing back niche businesses to Mitchell Street. Mr. Bryant moved approval, seconded by Ms. Balon, for permanent historic designation to expand the boundaries of the Mitchell Street Historic District to include 738 W. Maple Street and 716 W. Windlake Avenue based on criteria e 1 and e 8. There were no objections.

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and
 
Whereas, The Historic Preservation Commission, at its September 11, 2012 meeting, voted unanimously to recommend expanding the boundaries of the Mitchell Street Historic District to include 738 W. Maple Street and 716 W. Windlake Avenue;
 
Whereas, This site possesses integrity of location, design, setting, materials, workmanship and association and fulfills the following criterion set forth in s. 320-21(3):
 
e-1. Its exemplification and development of the cultural, economic, social or historic heritage of the city, state of Wisconsin or the United States.
 
e-8. Its relationship to other distinctive areas which are eligible for preservation according to a plan based on a historic, cultural or architectural motif.

Resolved, By the Common Council of the City of Milwaukee, that 738 W. Maple Street, further described as follows:
