Resolution authorizing the Department of Public Works to enter into a contract for the City Hall Foundation Restoration Project-Task 1.
Analysis
This resolution authorizes Department of Public Works to enter into a contract for Task 1 of the City Hall Foundation Restoration Project. Task 1 of the project includes an investigation of City Hall’s wood piles, hollow walk and water recharge systems to provide information for a report that will identify the immediate and recommended areas where work is needed, and provide cost estimates and time schedules for design/build services. The cost for completing Task 1 of the City Hall Foundation Restoration Project is estimated at $700,000.
Body
Whereas, On January 20, 2010, the Common Council adopted Resolution File Number 090891, authorizing the Commissioner of Public Works to utilize the most appropriate method for contracting the City Hall Foundation Restoration Project (CHFR) ; and
Whereas, On February 17, 2011, a piece of terra cotta fell from the east side of the City Hall’s south tower, damaging a car parked on Market Street; and
Whereas, On March 1, 2011, the Common Council adopted Resolution File 10367 amending Resolution File Number 090891 such that a contract for the City Hall Foundation Restoration Project shall not be entered into with the design/build team until all current issues with the exterior structural integrity of City Hall are resolved; and
Whereas, In February, 2011, the Department of Public Works hired Wiss Janney Elstner (WJE), an engineering, architectural, materials scientists firm, to investigate the condition of City Hall’s distressed terra cotta; and
Whereas, WJE’s preliminary investigative report, dated December 2011, indicates that City Hall’s distressed terra cotta is due primarily to the grout filling in the terra cotta; and
