Title
A substitute ordinance to further amend the 2012 rates of pay of offices and positions in the City Service.
 
Analysis
This substitute ordinance changes the rates of pay in the following departments:
 
Department of Employee Relations, Employe's Retirement System, Fire Department, Police Department, Department of Public Works, Water Works
 
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Part 1, Section 2 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 2CN, add the title Media Specialist with the footnote designation "(9)".
 
Under Pay Range 2EX, add the title "Management Trainee" with the footnote designation "(2)" to read as follows: "Incumbents are limited to the minimum of the pay range."
 
Under Pay Range 2FX, add the title "Business Operations Analyst".
 
Under Pay Range 2IX, add the title "ERS Systems Administrator" with the footnote designation "(4)" to read as follows: "Recruitment may be at any rate in the pay range with the approval of DER and the Chair of the Committee on Finance and Personnel."
 
Under Pay Range 2KX, add the title "Fiscal and Risk Manager".
 
Part 2. Part 1, Section 3 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 3BN, delete the title "Audiovisual Specialist I".
 
Under, Pay Range 3CN, delete the title "Audiovisual Specialist II".
Under Pay Range 3HN, amend footnotes "(4)" and "(5)" by adding the word "promotional" before the word "emergency".  
 
 
Under Pay Range 3NN, amend footnote "(10)" by adding the word "promotional" before the word "emergency".
 
Part 3. Part 1, Section 3 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under, Pay Range 3CN, and add footnote "(4)" designation to the title "Electronic Technician Assistant" with the footnote to read as follows: "Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid in the following range effective Pay Period 1, 2006: $1,355.56 to $1,496.95."
 
Under Pay Range 3LN, amend footnote "(10)" to read as follows: "Recruitment is at $1,595.97. Employees will advance to the next rate in the following range upon certification by the Commissioner-Building Inspection of having attained the required skills, job performance and demonstrated competencies: $1,595.97, $1,688.79, $1,851.27, $2,002.65, $2,154.10, $2,217.12." and amend footnote "(9) by adding the word "promotional" before the word "emergency".
 
Part 4. Part 1, Section 4 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Part 4, add hourly and annual rates for all pay ranges.
 
Under Pay Ranges 4QX and 4RX, amend footnote "(1)" to read as follows: "Recruitment may be at any rate in the pay range with the approval of the Employee Relations Director and the Chair of the Committee on Finance and Personnel."
 
Part 5. Part 1, Section 6 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Ranges 6IN and 6KN, amend footnote "(2)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 6JN, amend footnote "(3)" by adding the word "promotional" before the word "emergency".
 
Part 6. Part 1, Section 7 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 7CN, amend footnotes "(5)" and "(6)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 7EN, amend footnote "(7)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 7GN, amend footnote "(5)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 7HN, amend footnote "(6)" by adding the word "promotional" before the word "emergency".

Part 7. Part 1, Section 8 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 8EN, amend footnote "(5)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8FN, amend footnotes "(8)", "(9)" and "(10)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8GN, amend footnote "(3)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8HN, amend footnotes "(1)" and "(2)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8IN, amend footnotes "(3)", "(4)" and "(5)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8JN, amend footnote "(3)" by adding the word "promotional" before the word "emergency".
 
Under Pay Range 8KN, amend footnotes "(3)" and "(4)" by adding the word "promotional" before the word "emergency".
 
Part 8. Part 1, Section 1 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2012 - June 10, 2012):
 
Under Pay Range 1IX, add the title "Water Information Technology Manager"; under Pay Range 1FX, add the title "Water Information Technology Supervisor" and under Pay Range 1DX, add the title "Automated Systems Supervisor".
 
Part 9. Part 2, Section 5 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Section "a." is amended to read as follows: Promotions, Reclassifications, and Reallocations: Appointment of a person in the service of the City to a reclassified position (title change and pay range change) or promotion to a position with a higher pay range maximum, (including promotion after underfill) shall be at 5% above the rate received prior to the promotion or the minimum of the new pay range or the footnoted minimum recruitment rate, whichever is greatest. Appointment to a position in a pay range with a lower maximum rate but with a higher minimum rate shall be treated as a promotion for pay administration purposes as determined by Employee Relations.
 
Section "d." is amended to read as follows: "Professional Development Awards: Employees holding positions classified as Officials and Administrators (Section I), Professional (Section II), and non-represented sworn position under Section IV, Protective Service Workers, who attain a professional degree, designation or certification that is not a minimum requirement of the job but that is related to the mission, goals, and objectives of the department may be awarded one non-pensionable, non-base building, lump sum award of $700 each year as requested by the appointing authority and approved  by the Department of Employee Relations.  This provision does not apply to employees receiving additional compensation for a degree, a professional designation or certification otherwise authorized under Part I of this Ordinance or comparable provision under Chapter 350 of the Milwaukee Code of Ordinances."
 
Part 10.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 11.  The provisions of Parts 3, 4, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2012 (January 8, 2012).
 
Part 12.  The provisions of Part 8 of this ordinance are deemed to be in force and effect from and after Pay Period 13, 2012 (June 10, 2012).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
 
Part 13.  This ordinance will take effect and be in force from and after its passage and publication.
