Analysis

Body
Whereas, the Remodeling of the Police Administration Building Master Plan (Plan) includes a nine year renovation schedule, consisting of nine phases, with each phase being contracted for separately; and

Whereas, recommendations by the Capital Improvements Committee and action taken by the Steering and Rules Committee on February 16, 2012 constitute favorable consideration of the Master’s Plan’s project approach; and

Whereas, Phase One has received necessary budget authority and is anticipated to begin construction in July 2012; and

Whereas, completing the planning and design of phase two will allow for timely initiation of phase two in 2013, if approved during the 2013 budget process; and

Whereas, no funds have been appropriated for the planning and design; and

Whereas, The 2012 budget of the City of Milwaukee authorizes $200,000,000 of Contingent Borrowing authority for purposes not contemplated at the time the budget was adopted; and

Whereas, Resolution File Number 111077 authorized the issuance of general obligation promissory notes for various public purposes; Therefore, be it

Resolved, By the Common Council of Milwaukee, that up to $350,000 of 2012 contingent borrowing is authorized to fund planning, design and development of construction documents for Phase Two of the Remodeling of the Police Administration Building; and be it

Further Resolved, that the Department of Public Works will provide reports to the Public Works Committee on a project milestone basis with a minimum of two reports provided annually; and be it.
