Title
Substitute resolution relative to application to the U. S. Department of Housing and Urban Development for the City of Milwaukee to serve as Lead Agency/Unified Funding Agency for the Milwaukee Continuum of Care.
Analysis
This resolution allows the City of Milwaukee to apply to the U. S. Department of Housing and Urban Development to become the Lead Agency/Unified Funding Agency for the Milwaukee Continuum of Care.
Body
Whereas, A Continuum of Care (CoC) is a required structure for any community seeking funding from the U. S. Department of Housing and Urban Development (HUD) Supportive Housing Program (SHP); and
Whereas, The Milwaukee's Continuum of Care was established in 1995. The CoC structure was an unincorporated coalition of: homeless service providers, government entities, advocates, faith-based groups and others. Currently, the CoC has an elected Steering committee and two volunteer co-chairs, one each from the public and private sector; and
Whereas, The CoC is responsible for coordinating the community's annual HUD application for SHP funding, managing the community's application for State Emergency Solutions Grant (ESG) funding, implementing the 10-Year Plan to End Homelessness, conducting annual counts of homeless people (Point In Time Count), and addressing other matter which impact homeless people and the system developed to respond to their needs; and
Whereas, The CoC is recognized by local, state and federal government as the primary decision-making entity of homeless service issues in Milwaukee County; and
Whereas, The Milwaukee County served as the CoC Lead Agency from 1995 to 2001, and in 2001 to present, the Community Advocates assumed the Lead Agency role; and
Whereas, The Milwaukee CoC covers the City of Milwaukee, City of West Allis, City of Wauwatosa and the remainder of Milwaukee County; and
Whereas, The State of Wisconsin Department of Administration is the Lead Administrator for the Homeless Management Information System (HMIS) of all CoC's in the State of Wisconsin; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration is authorized to submit the CoC Lead Agency/Unified Funding Agency application to the U. S. Department of Housing and Urban Development and accept this designation; and, be it
Further Resolved, That the Mayor of the City of Milwaukee is designated as the authorized representative of the City of Milwaukee in connection with all matters relating to the CoC; and, be it
Further Resolved, That the City of Milwaukee assures and certifies that it will comply with the regulations, policies guidelines and requirements with respect to the CoC; and, be it
Further Resolved, That the City of Milwaukee will be responsible for the Milwaukee Continuum of Care as the Lead Agency/Unified Funding Agency (UFA); and, be it
Further Resolved, That the Lead Agency/Unified Funding Agency Core Function will be; Compilation of Annual Reporting/Application, Coordinate Monthly Meetings of CoC, Staff Steering Committee meetings, Establish Committee/Work Group Structure, Resource Coordination, Media Point of Contact; conduct Point In Time Counts, Implement 10-Year Plan to End Homelessness; and, be it
Further Resolved, The Community Development Grants Administration shall provide a report on the status of this application and designation within 90 days of adoption of this resolution.
