Title
Resolution directing the Department of City Development to provide the Common Council with annual reports on the status of implementation of the Citywide Policy Plan.
Analysis
This resolution directs the Department of City Development to prepare annual reports on the status of implementation of the Citywide Policy Plan and to submit each report to the Common Council on or before July 31, beginning with July 31, 2012.
Body
Whereas, On March 2, 2010, the Common Council adopted File Number 090882, a resolution approving the Citywide Policy Plan as an element of Milwaukee's Overall Comprehensive Plan; and
Whereas, The Citywide Policy Plan serves as a guide for City policies regarding housing, land use, transportation, utilities, community facilities, natural and cultural resources, economic development and intergovernmental cooperation; and
Whereas, The Citywide Policy Plan also provides guidance for decision-making by the Common Council in its consideration of policy issues; and
Whereas, The Citywide Policy Plan identifies responsible parties (both City departments and non-City partners) and timeframes (in most cases "ongoing") for implementation of the policies and strategies of the Plan, but does not specify how implementation should or will be monitored; and
Whereas, The Public Policy Forum's November, 2011, report on Milwaukee-area economic development activities titled "Assembling the Parts" notes that the Citywide Policy Plan, while it discusses broad economic development objectives, fails to set forth "implementation methods or performance measures in specific detail"; and
Whereas, The Public Policy Forum report also states that the Citywide Policy Plan "does not attach specific timelines or cost considerations to recommended projects and policies," thereby limiting the "ability of policy-makers to use the plan to build a coherent economic development agenda and of the public to assess progress in implementing key facets"; and
Whereas, File Number 090882 directs the Departments of City Development, Neighborhood Services and Public Works, as well as other appropriate City departments and agencies, to work toward implementation of the Citywide Policy Plan; and
Whereas, For all of the foregoing reasons, it would be beneficial for the Common Council, the Mayor and the general public to receive regular reports on the status of implementation of the Citywide Policy Plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to prepare annual reports on the status of implementation of the Citywide Policy Plan and to submit each report to the Common Council on or before July 31, beginning with July 31, 2012; and, be it
Further Resolved, That the Departments of Neighborhood Services and Public Works, as well as all other appropriate City departments and agencies, are directed to assist the Department of City Development in the preparation of these annual reports; and, be it
Further Resolved, That the annual reports shall include measurable indicators of the status of implementation of the Citywide Policy Plan and the performance of the responsible parties in implementing the Plan.
