Substitute resolution approving levying of assessments and construction of assessable public improvement projects at various locations and appropriating funds for these purposes with the City cost of these projects approved by this resolution is estimated to be $1,363,700 for a total estimated cost of $1,529,000.
Analysis
This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held. The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements. Alley between W. Congress St., W. Lawrence Ave., N. 88th St., and N. 91st St., (Easterly half of East/West Leg) (ST212060129) File Number 061289: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary. (Assessable Alley Paving Fund -- $10,300; Nonassessable Alley Paving Fund -- $30,000). The total estimated cost for this project including the requested amount is $55,000. This project is anticipated to be completed during the 2012-2013 construction season.

W. Schlinger Ave. - S. 84th St. to S. 92nd St. (Portions in the City of West Allis) (ST211120135) File Number 091621: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (10 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $268,000; Nonassessable Reconstruction Paving Fund -- $100,000). The total estimated cost for this project including the requested amount is $408,000. This project is anticipated to be completed during the 2012 construction season.

Euclid Ave. (ST211120116) File Number 091621: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7 -11 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $16,200; Nonassessable Reconstruction Paving Fund -- $125,000). The total estimated cost for this project including the requested amount is $167,000. This project is anticipated to be completed during the 2012-2013 construction season.

This project is anticipated to be completed during the 2012-2013 construction season.

Ellen St. (ST211120118) File Number 091621: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (6 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $17,200; Nonassessable Reconstruction Paving Fund -- $175,000). The total estimated cost for this project including the requested amount is $220,000. This project is anticipated to be completed during the 2012-2013 construction season.

Saveland Ave. (ST211090108) File Number 071168: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (6 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $5,000; Nonassessable Reconstruction Paving Fund -- $100,000). The total estimated cost for this project including the requested amount is $122,000. This project is anticipated to be completed during the 2012-2013 construction season.
S. Kinnickinnic Ave. (East-Side) - E. Lincoln Ave. to a point north of E. Lincoln Ave. (ST211120182) File Number 111280: Widen sidewalk area from 8 feet to 14 feet, replace all curb and gutter, and grading. (Assessable Reconstruction Paving Fund -- $4,000; Nonassessable Reconstruction Paving Fund -- $30,000). The total estimated cost for this project including the requested amount is $39,000. This project is anticipated to be completed during the 2012 construction season.
S. Shore Dr. - E. Estes St. to E. Ontario St. (ST211120134) File Number 091621: Pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (6 foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $20,000; Nonassessable Reconstruction Paving Fund -- $350,000). The total estimated cost for this project including the requested amount is $400,000. This project is anticipated to be completed during the 2012-2013 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and
Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works' Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it
Further Resolved, That said Commissioner of Public Works is directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That projects: Alley W. Congress St. (ST212060129), W. Schlinger Ave. (ST211120135), S. 83rd St. (ST211120116), Alley E. Cudahy Ave. (ST212030114), E. Fernwood Ave. (ST211120118), S. Herman St. (ST211090108), S. Kinnickinnic Ave. (ST211120182), and S. Shore Dr. (ST211120134) will be billed after January 1, 2014, but not before 12 months after the project contract has been completed; and, be it
Further Resolved, That the following project be deleted from the 2012 Paving Program: Alley E. Center St. (ST212060103).
