Title
A substitute resolution establishing a Minority, Woman and Small Business Enterprise Programs Advisory Committee.
Analysis
The Minority, Woman and Small Business Enterprise Programs were created by Common Council File Number 110086, adopted October 11, 2011, and effective January 1, 2012. This resolution establishes an advisory committee to review annually and make recommendations concerning the appropriate percentage goals for minority, woman and small business enterprise participation in City contracting activities and to make recommendations to the Common Council by November 30, 2014, concerning the continuation of the programs and applicable percentage goals.
Body
Whereas, On October 11, 2011, the Common Council adopted File Number 110086, an ordinance implementing the recommendations of the City disparity study, replacing the City’s Emerging Business Enterprise Program with Minority, Woman and Small Business Enterprise Programs; and

Whereas, The goals of the programs are to be reviewed and adjusted annually with the approval of the Common Council; and

Whereas, Chapter 370 of the Code of Ordinances, which provides for these programs, is set to expire on January 1, 2015, unless the Common Council determines the necessity for the continuation of the programs; and

Whereas, An advisory committee consisting of representatives of the area’s minority, woman and small businesses would provide an added benefit to the Common Council decision making process; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that a Minority, Woman and Small Business Advisory Committee is established; and, be it

Further Resolved, That the Minority, Woman and Small Business Advisory Committee shall consist of the following 11 members appointed to serve a 3-year term:
