Title
A substitute ordinance to further amend the 2012 rates of pay of offices and positions in the City Service.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Part 1 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Change all Pay Range designations in Part I to 3 digits. A Pay Range ending in "X" will indicate that titles are exempt under the Fair Labor Standards Act (FLSA) and are not eligible to receive overtime. A Pay Range ending with an "N" indicates that a title is non-exempt under FLSA and is eligible to receive overtime.
 
Part 2. Part 1, Section 2 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 2EN, add the following footnote after the titles of Special Enforcement Inspector and Environmental Risk Officer: "(13)" An employee transferred or promoted into this title will be placed in the pay step that corresponds with demonstrated core competencies and certifications. If the employee's prior rate is higher than the appropriate step, the employee will retain their previous rate and will move to the next higher step when they have demonstrated the required core competencies and certifications."
Part 3. Part 1, Section 3 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 3BN, delete footnote "(2)".
 
Under Pay Range 3FN, delete footnote "(2)".
 
Under Pay Range 3HN, amend footnote "(4)" to read as follows: "An employee given an emergency or temporary appointment to this position to be paid at these rates: $1,668.00, $1,716.93, $1,768.78, $1,825.04, $1,900.24" and amend footnote "(5)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,657.87, $1,702.70, $1,750.69, $1,800.75, $1,868.79."
 
Under Pay Range 3LN, amend footnote "(9)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,851.27, $1,914.56, $1,979.05, $2,036.91, $2,113.78" and add the following footnote after the titles of Residential Code Enforcement Inspector and Commercial Code Enforcement Inspector: "(11)" An employee transferred or promoted into this title will be placed in the pay step that corresponds with demonstrated core competencies and certifications. If the employee's prior rate is higher than the appropriate step, the employee will retain their previous rate and will move to the next higher step when they have demonstrated the required core competencies and certifications."
Under Pay Range 3NN, amend footnote "(10)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,979.05, $2,036.91, $2,099.64, $2,162.41, $2,259.52."
 
Part 4. Part 1, Section 4 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 4E-Pay Range 856, delete the title "Paramedic Lieutenant" and amend footnote "(1)" to read as follows: "Employees promoted from the Firefighter classification to the Administrative Fire Lieutenant, Fire Lieutenant, Fire Paramedic Field Lieutenant, or Paramedic Field Lieutenant classifications shall be appointed at the fourth pay step."
 
Under Pay Range 4J-Pay Range 857, amend footnote "(1)" to read as follows: "Employees promoted from the Fire Lieutenant, Administrative Fire Lieutenant, or Vehicle Operations Instructor classification to the Fire Captain, Administrative Fire Captain, or Vehicle Operations Training Coordinator classifications shall be appointed at the fourth step of Pay Range 4J."
 
Part 5. Part 1, Section 5 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 5AN, add the title "Breastfeeding Peer Counselor".
 
Part 6. Part 1, Section 6 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2012 - December 25, 2011):
 
Under Pay Range 6JN, add the title "UCC Customer Service Representative IV (1) (3)"; under Pay Range 6HN, add the title "UCC Customer Service Representative III (6)"; under Pay Range 6GN, add the title "UCC Customer Service Representative II (3)", and under Pay Range 6FN, add the title "UCC Customer Service Representative I (1) (10)".
 
Part 7. Part 1, Section 6 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 6JN, delete the title "Fire Stores Clerk".
 
Under Pay Range 6IN, amend footnote "(2)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,296.70, $1,340.27, $1,385.38, $1,432.12, $1,493.84."
 
Under Pay Range 6KN, amend footnote "(2)" to read as follows: "Employees given and emergency or temporary appointment to this title to be paid at these rates:  $1,486.14, $1,523.30, $1,562.41, $1,604.27 and $1,651.67."
 
Part 8. Part 1, Section 7 of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Pay Range 7BN, amend footnote "(7)" to read as follows: "An employee assigned to Inventory Control Assistant III responsibilities for a shift shall receive an additional sixty ($0.60) per hour for that shift. Payments shall not have any sum deducted for pension benefits nor shall such payment be included in any computation of pension benefits, overtime benefits, or any other fringe benefits."
 
Under Pay Range 7CN, amend footnote "(2)" to read as follows: "Positions in the Police Department receive an additional one dollar ($1.00) per hour premium  when assigned to supervisory duties for a full shift" and delete the title "Bookbinder"; amend footnote "(5)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,506.72, $1,540.07, $1,575.25, $1,612.19, $1,665.76"; and amend footnote "(6)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,524.69, $1,559.85, $1,597.15, $1,638.07, $16,95.95."
 
Under Pay Range 7EN, amend footnote "(7)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,524.73, $1,619.82, $1,659.15, $1,704.04, $1,766.23."
 
Under Pay Range 7FN, delete the title "Lead Bookbinder" and amend footnote "(11)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,608.77, $1,648.21, $1,693.03, $1,741.93, $1,809.96."
 
Under Pay Range 7GN, amend footnote "(5)" to read as follows: "Employees given emergency or temporary appointments to this position will be paid at these rates: $1,657.87, $1,702.70, $1,750.69, $1,800.75, $1,868.79."
Under Pay Range 7HN, amend footnote "(6)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,700.58, $1,749.56, $1,801.34, $1,857.61, $1,932.83."

Under Pay Range 8EN, amend footnote "(5)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,407.01, $1,435.12, $1,466.78, $1,500.17, $1,549.49."
 
Under Pay Range 8FN, add the title "Self-Help Yard Attendant" and amend footnote "(8)" to read as follows: "Employees given an emergency or temporary appointment to this title will be paid at these rates: $1,455.13, $1,486.13, $1,519.57, $1,554.98, $1,607.36"; amend footnote "(9)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,471.46, $1,503.13, $1,536.55, $1,572.19, $1,625.85"; and amend footnote "(10)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,438.82, $1,469.19, $1,502.58, $1,537.79, $1,588.89."
 
Under Pay Range 8GN, amend footnote "(3)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,506.72, $1,540.07, $1,575.25, $1,612.19, $1,665.76."
 
Under Pay Range 8HN, delete the title "Sewer Examiner I" and delete the title "Auto Mechanic Helper"; amend footnote "(1)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,524.69, $1,559.85, $1,597.15, $1,638.07, $1,695.95" and amend footnote "(2)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,542.70, $1,579.66, $1,619.12, $1,663.94, $1,726.14."
 
Under Pay Range 8IN, delete the title "Snow Driver"; amend footnote "(3)" to read as follows: "Employees given an emergency or temporary appointment to this position will be paid at these rates: $1,580.98, $1,614.69, $1,650.07, $1,687.47, $1,738.34"; amend footnote "(4)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,564.48, $1,600.67, $1,640.09, $1,684.97, $1,747.10"; and amend footnote "(5)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,524.73, $1,619.82, $1,659.15, $1,704.04, $1,766.23."
 
Under Pay Range 8JN, amend footnote "(3)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,608.77, $1,648.21, $1,693.03, $1,741.93, $1,809.96."
 
Under Pay Range 8KN, amend footnote "(3)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid at these rates: $1,178.50, $1,423.11, $1,454.48, $1,489.86, $1,544.48, $1,597.22, $1,655.75, $1,717.29, $1,780.86, $1,850.96" and amend footnote "(4)" to read as follows: "An employee given an emergency or temporary appointment to this title to be paid these rates: $1,657.87, $1,702.70, $1,750.69, $1,800.75, $1,868.79."
 
Part 10. Part II of ordinance File Number 110440 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
 
Under Part II, Section 11, Supplemental Pay Practices, add the following task rate:  "Snow Driver Pay: An employee holding a title other than Operations Driver, when assigned to salting and plowing operations, will be paid the rate of $21.91 per hour, if that employee's regular rate of pay is lower."
 
Part 11.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 12.  The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2012 (December 25, 2011).
 
Part 13.  The provisions of Parts 1 through 5 and Parts 7 through 10 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2012 (January 8, 2012).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
 
Part 14.  This ordinance will take effect and be in force from and after its passage and publication.
