Analysis
The resolution authorizes the Commissioner of Public Works to execute a Revised Project Agreement with the Wisconsin Department of Transportation (WisDOT) for the reconstruction of West Lloyd Street between North 60th Street and West Lisbon Avenue and to fund the revised engineering cost estimate with a City of Milwaukee share of $ $41,400 and a grantor share of $165,600.  The Revised Project Agreement provides for 20 percent local funds and 80 percent Federal and State funds for engineering and construction costs of the project.  The total estimated additional project cost is $ 1,617,000 of which the City of Milwaukee's share is $419,400, and the grantor share is $1,197,600.  The resolution authorizes the Commissioner of Public Works to request the comptroller to transfer additional funds for preliminary engineering.  Construction funds for the project will be requested in a future Common Council resolution.

Whereas, A Project Agreement has been executed by the Wisconsin Department of Transportation (WisDOT) and the City of Milwaukee for the improvement of West Lloyd Street between North 60th Street and North 47th Street with Federal/State aid under the STP program in accordance with Common Council Resolution File Number 100021, adopted May 25, 2010; and
 
Whereas, The limits of this project have been extended to include West Lloyd Street between North 47th Street and West Lisbon Avenue; and
 
Whereas, The City has requested and the WisDOT has agreed to and provided a Revised Project Agreement to include the additional limits of West Lloyd Street; and
 
Whereas, The project is currently scheduled for construction in 2013; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby directed to execute a Revised Project Agreement with the WisDOT to include the added cost of work to extend the project limits of West Lloyd Street between North 47th Street and West Lisbon Avenue with 80 percent Federal and State Aid, a copy of which is attached to Common Council Resolution File Number 111462, and is incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for the added segment of the project (Expenditure) and transfer the amount required under the grant agreement, limited to the federal caps, and the City Accounting Policy but not to exceed a 10 percent increase of the total amount reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
