Title
Resolution approving a continuation of the Intergovernmental Agreement for the Safe Schools/Healthy Students Initiative between the City and the Milwaukee Board of School Directors.
Analysis
This resolution approves an Intergovernmental Agreement for the Safe Schools/Healthy Students Initiative ("Agreement") between the City and the Milwaukee Board of School Directors ("Board") in the amount of $128,518, with a grantor share of $96,000 and a city share of $32,518.  Under this Agreement, the Milwaukee Police Department shall assign 2 officers to work as School Resource Officers ("SROs") at Northwest Secondary School on a full time basis between 9/1/11 through 8/31/12.  
 
The Board shall reimburse the City for actual salaries, fringe benefits, and overtime, plus indirect costs, of 1.3 SROs.  In no event shall the Board be liable for costs exceeding $96,000 per school year. This agreement may be terminated upon 90 days notice in writing to the other party.
 
Body
Whereas, The Board and City both qualify as "municipalities" authorized to enter into contracts for the receipt or furnishing of services pursuant to s. 66.0301, Wis. Stats.; and
Whereas, The operation of this grant from 9/1/11 through 8/31/12 would cost $128,518 of which $96,000 (75%) would be provided by the grantor and $32,518 (25%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Agreement for the Safe Schools/Healthy Students Initiative between the Milwaukee Board of School Directors and the City of Milwaukee is approved and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper City officials are authorized to execute the Agreement with the Board, a copy of which is attached to this file; and, be it
Further Resolved, That the City Comptroller is authorized to:
1.  Commit funds within the Project/Grant Parent of the 2011 Special Revenue-Grant and Aid Projects Fund, the following amount for the school security program:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement;
Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department, which is authorized to:
1.  Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget and incur costs consistent with the award date.
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.
