Title
Resolution approving the 2011 Update of the All Hazards Mitigation Plan for the City of Milwaukee.
Analysis
This resolution approves the 2011 All Hazards Mitigation Plan as an update to the 2005 All Hazards Mitigation Plan for the City of Milwaukee. The plan was prepared under the terms of an agreement between the City and the Southeastern Wisconsin Regional Plan Commission (SEWRPC).  Grant funds have been used to pay for SEWRPC's work with the City providing an in-kind match.  The plan identifies various potential hazards (primarily natural hazards such as weather events) that the City could face and describes what can or should be done to mitigate them.  Adoption of the plan is required by the federal Emergency Management Administration for the City to be eligible for disaster assistance in the event of an actual disaster.
Body
Whereas, The City of Milwaukee must adopt an All Hazards Mitigation Plan to be eligible for various federal disaster relief programs; and
Whereas, The City of Milwaukee received a $30,000-planning grant from the federal Emergency Management Administration to prepare such a plan; and
Whereas, The City then entered into an agreement with the Southeastern Wisconsin Regional Plan Commission whereby SEWRPC would prepare and update the plan with in-kind assistance from the City having a value of at least $10,000; and
Whereas, The All Hazards Mitigation Plan for the City of Milwaukee has now been completed; and
Whereas, The plan has been reviewed and found to be satisfactory by the funding agency; and
Whereas, An open public meeting allowing all interested parties to hear a presentation on the plan and to express their opinions was held by the City on June 7, 2011; and
Whereas, A fifteen-member task force representing agencies responsible for preventing or responding to various hazards that could potentially affect the community met on several occasions to review and guide plan preparation; and
Whereas, The All Hazards Mitigation Plan incorporates the findings and recommendations contained in the previously-adopted Flood Mitigation Plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the All Hazards Mitigation Plan, a copy of which is attached to this file, is approved; and, be it
Further Resolved, That copies of the plan shall be circulated to the various agencies that are responsible for preventing or responding to the hazards addressed in the plan; and, be it
Further Resolved, That the appropriate City officers are directed to consider the recommendations of the plan in their planning and programming activities.
