Title
Substitute resolution approving the extension of a contract between the City and Personal Property Consultants of WI, LLC, for the provision of specialized valuation services.
Analysis
This resolution extends the contract between the City and Personal Property Consultants of WI, LLC, for the provision of specialized valuation services for the Assessor’s Office in the amount of $40,000 for a period of one year despite the provisions of s. 310-12 limiting the ability of departments to contract with retirees.
Body
Whereas, The City has contracted with Personal Property Consultants of WI, LLC, for approximately 2 years; and
Whereas, Personal Property Consultants of WI, LLC, has provided specialized valuation services through the Assessor’s Office including, but not limited to, the following:
1. Processing personal property returns filed by taxpayers with special attention to leasing companies and more complex returns filed.
2. Providing personal property training to appraisal staff.
3. Answering questions from taxpayers and providing assistance in resolving problems.
4. Processing Tax Incremental Districts (TIDs).
5. Assisting in coordinating the creation and mailing of 2012 personal property tax returns.

Whereas, Personal Property Consultants of WI, LLC, has provided quality specialized valuation services over the course of its prior contract periods; and
Whereas, The Assessor’s Office is requesting to enter into an extension of the contract in the amount of $40,000 for a period of one year beginning February 1, 2012; and
Whereas, Section 310-12 of the Code limits the ability of departments to contract in professional service contracts unless otherwise approved by the Common Council; and
